Notice of Receipt of Hazardous Waste Permit Renewal Application

Notice is hereby given that on November 18, 2025, the South Dakota Department of Agriculture and Natural Resources (DANR) Waste Management Program received an application for the renewal of a hazardous waste treatment and storage permit, as described in the Administrative Rules of South Dakota (ARSD) Article 74:28 (and applicable parts of Title 40 Code of Federal Regulations Parts 124 and 270).
The DANR received the application from Tech Ord, a Division of AMTEC Corporation (Tech Ord), 47600 180th Street, Clear Lake, SD 57226; contact Kollin Mohling, phone: 605.874.2631 ext. 1443. This property is about one mile north of Clear Lake and comprises three adjacent land parcels: E½ of Section 11, T115N-R49W; NW¼ of Section 12, T115N-R49W; and SW¼ Section 12, T115N-R49W; in Deuel County, SD.
Tech Ord manufactures products containing energetic (explosive) materials used in military space, and other markets. Tech Ord applied to renew its current operating permit allowing the operation of engineered treatment and storage units on site to deactivate reactive (explosive) hazardous waste. Units included in the application consist of one enclosed burn unit, three open-burn units, one open-detonation unit, and one storage unit. Each Burn or detonation unit is designed to safely deactivate small batches of particular explosive waste types. The storage unit provides safe storage for these wastes until treatment.
The DANR is currently conducting completeness and technical reviews of the application and will prepare a draft permit upon completing those reviews. In accordance with ARSD requirements, DANR will then publish a public notice of the availability of the draft permit and associated information for public review and comment.
