NOTICE OF TOTAL MAXIMUM DAILY LOAD DOCUMENT:
AN OPPORTUNITY FOR PUBLIC COMMENT
The South Dakota Department of Agriculture and Natural Resources (DANR) is announcing the availability of the following Total Maximum Daily Load (TMDL) document for review and comment.
Escherichia coli Bacteria Total Maximum Daily Load for
Beaver Creek Segment 1, Lincoln County, South Dakota
This TMDL document was developed at a watershed scale with public involvement in accordance with section 303(d) of the federal Clean Water Act.
The 2024 and 2026 South Dakota Integrated Report for Surface Water Quality Assessment identified segment 1 of Beaver Creek as not supporting the designated use of limited contact recreation due to increased levels of Escherichia coli bacteria. As a result, Beaver Creek was placed on the 303(d) list of impaired waterbodies and required a TMDL. A TMDL defines the existing pollutant loading of all waste load allocations from point source discharges and remaining load allocations from nonpoint sources, plus a margin of safety to account for uncertainty. A TMDL establishes the amount of pollutant loading reduction needed to bring a waterbody into compliance with water quality criteria to protect the designated uses. A TMDL document also includes information about watershed characteristics, data collection, pollutant sources, seasonality, public participation, and an implementation strategy.
The TMDL document is available on DANR's Public Notice page under Watershed Projects (Total Maximum Daily Load) at the following weblink: https://danr.sd.gov/public/default.aspx. Persons are encouraged to access the document and submit comments electronically through the Public Notice page by using the online comment form accessible via the "Comment Deadline" link. A copy of the TMDL document may also be requested by calling (605) 773-3623, emailing DANRMail@state.sd.us, or by mail at the address below. Comments can be submitted via email or by writing to the respective addresses. The department must receive comments by May 5, 2026.
