ADVERTISEMENT FOR BIDDERS
The Town of Paris, Oneida County, New York will receive sealed bids for the construction of Water System Improvements in accordance with the plans and specifications heretofore prepared by Dodson & Associate, PLLC, Consulting Engineers.
The work of Contract No. 5 – Water Supply/Treatment – Holman City Road Site is generally described as follows: Construction of an arsenic/manganese/iron removal treatment plant (masonry building, concrete foundation/slab, wooden trusses, metal roof, filtration package, blower, chemical feed systems, booster pump package, interior plumbing, doors, windows, painting); equipping two new production wells, drop pipes; residual drying beds; site fill, paved/gravel access roads; 36-inch diameter ductile iron chlorine contact main; site piping; valves; fittings; hydrants; pressure testing and disinfection; drainage pipes; precast septic/waste tanks; site work; miscellaneous work; and site restoration.
The work of Contract No. 6 – Electrical/Telemetry is generally described as follows: electric and telephone/internet service from existing utility pole underground to building/pedestal; building electrical system including service entrance, disconnect, automatic transfer switch, lighting, branch circuits, electrical connections to all equipment/valves; generator and propane tank; lightning protection system; instrumentation and control equipment including wiring/conduit all sites; telemetry system; branch circuit to production wells; tank/vault sites electric service entrance/electrical/IC; restoration and miscellaneous work.
Contract No. 6 includes two (2) Additive Bids as described below:
Additive Bid No. 1 – Oneida Street and Sulphur Springs Road Intersection Vault Improvements
Additive Bid No. 2 – King Road Tank Manhole
Contract No. 6 includes an Alternate Bid as described below:
Alternate Bid No. 1 – ALT-1 – Telemetry System
The work of Contract No. 7 – Heating, Ventilation and Air Conditioning is generally described as follows: Furnish and install heating, ventilation and air conditioning for the water treatment building and miscellaneous work.

Digital copies of the Contract Documents may be obtained from Dodson & Associate, PLLC, 1667 Elizabeth Street, Schenectady, NY 12303 by calling (518) 382-5842 or emailing to the address below upon receipt of a plan deposit payable to the Town of Paris in the amount of $50.00. A plan deposit check will be required regardless of if Contract Documents are obtained from the bid sites noted above. BIDDERS OF RECORD ONLY, within 30 days after bid opening will receive a 100 percent refund of the deposit price. All refunds will be made by the Town of Paris.
Each bid proposal must be accompanied by a Bid Bond or certified check payable to the Town of Paris in the amount of five percent (5%) of the Total Bid Price. Complete Bid Bond forms included in the Bid Proposal section of the Project Manual. If a Bidder fails to enter into a Contract with the Town of Paris, upon acceptance of bid, the bid security shall be forfeited to the Town of Paris.
The Town of Paris plans to obtain long term financing for this project through the Environmental Facilities Corporation Drinking Water State Revolving Fund (EFC-DWSRF). A bid packet is included in the Bid Proposal Section of the Project Manual. The bidder shall comply with all requirements of the EFC-DWSRF Bid Packet. The Town of Paris encourages the participation of MWBE contractors for this project.
No bidder may withdraw his bid within forty-five (45) days after the date of the bid opening. The successful bidder must provide a one hundred percent (100%) Performance and Payment Bond with a surety company satisfactory to the Town of Paris and conforming to the requirements of Article 6 of the General Conditions.
Bidders are required to certify that bids have been prepared without collusion with other bidders, subcontractors, or suppliers. Each bidder must sign a non-collusion certification statement included in the Bid Proposal of the Project Manual.
The Town of Paris reserves the right to waive any informalities or to reject any and all bids.
Bidders are not to include sales taxes in their bid proposal on materials, equipment and supplies incorporated in this Project.
