High Shoals Water System Replacement Phase 2 CDBG-I Project
Grant No. 23-I-4151
Separate sealed bids for the construction of the City of High Shoals for its Water System Replacement Phase 2, Grant No. 23-I-4151 will be received at the High Shoals City Hall at 101 Thompkins Street, High Shoals, NC 28077, at 2:00 pm April 16, 2026, then at said office to be publicly opened and read aloud. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.
This project consists of installing approximately 2,950 LF of 12" water lines and appurtenances along the entire length of River Street serving 36 single family homes within the City, and associated items of construction as more clearly defined in the Contract Documents.
The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be examined and requested via email at the following Issuing Office. The Issuing Office is: The Thrasher Group NC, 300 S. Firestone Street, Suite 200-C, Gastonia, NC 28052, Project Engineer, Larissa Coles, P.E., (704) 864-2201, lcoles@thethrashergroupnc.com. Prospective bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 am and 5:30 pm and Fridays between the hours of 8:00 am and 12 pm, and may also obtain copies of the Bidding Documents from the Issuing Office as described below.
Printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office's receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $100.00 per set, payable to The Thrasher Group NC, plus a non-refundable shipping charge. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.
A Pre-Bid Conference will be held at 11:00 am local time on March 20, 2026 at the High Shoals City Hall, 101 Thompkins Street, High Shoals, NC 28077. Attendance at the pre-bid conference is highly recommended but is not mandatory.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG), as administrated by the North Carolina Department of Environmental Quality/Division of Water Infrastructure. All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act.
The City of High Shoals is committed to and supportive of efforts to effectively maintain and/or increase the use of Small, Minority/Women-Owned Business, Veteran-Owned, and Historically Underutilized Businesses (HUB) contract participation for construction projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction [include relevant materials based on HUD implementation chart] materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
No contract may be awarded to any contractor that is debarred, suspended or otherwise ineligible to participate in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine eligibility/debarment status.
No bidder may withdraw his/hers bid within 60 days after the actual date of the opening thereof.
The City of High Shoals reserves the right to waive any informalities or to reject any or all bids.
