All bids will be publicly opened and read at the specified time and date indicated above by the Owner or his designee.
Project will be bid per category by sub-contract to the Construction Manager (Bayland Buildings) at Risk. This bid package includes two scopes of work:
NEW CITY HALL AND POLICE DEPARTMENT
Alteration of existing 11,780 SF former bank building located at 208 Steele Street, Algoma into new city hall and police station. Selective demolition and remodeling of existing basement and first floor areas. Renovation of finishes throughout basement, first, and second floors. Exterior masonry repairs & trim painting. Crack fill, seal and restripe existing asphalt paving. Mechanical, Electrical, Plumbing throughout. Fire Protection adjustments in basement.
PUBLIC LIBRARY RENOVATIONS
Renovation of existing 5,835 SF library located at 406 Fremont Street, Algoma. Replacement of existing windows and exterior basement entry structure. Modifications to HVAC and electrical systems. Repair of interior finishes. Installation of new water, electrical, and gas utility services.
All bids must be on a stipulated lump sum basis.
Bid documents may be obtained Monday, June 1, 2026 through Bayland Buildings (via Procore) and Builder's Exchange of Wisconsin (bxwi.com, Appleton Office), or by sending an email to Bailey Dingeldein at bdingeldein@baylandbuildings.com . The following information must be included in the email: requestor's name, company name, physical address, telephone number, and email address.
A pre-bid conference and on-site walkthrough will be held on Wednesday, June 3, 2026 at 9:00 AM, starting at the main entrance of the New City Hall (208 Steele Street, Algoma, WI 54201). Following the new city hall tour, the conference will proceed to the Algoma Public Library (406 Fremont Street, Algoma, WI 54201). Attendance at this conference is highly recommended for all trades, but mandatory for HVAC, Plumbing, Electrical, and Fire Protection contractors.
Each bid submitted must be accompanied by a bid bond prepared on the surety's standard form duly executed by the bidder as principal and having surety thereon a surety company licensed in the state of Wisconsin, in the amount of five percent (5%) of total bid price, payable to the owner (via a certified check or bid bond made payable to "City of Algoma" as a guarantee that if the bid is accepted), the successful bidder will execute and file with the owner within ten (10) days from the notification of award, the bid security shall be forfeited to the owner as liquidated damages. Attorney's-in-fact who sign bid bonds, performance bonds, labor and material payment must file with each bond a certified and currently dated copy of their power of attorney. Failure to submit a bid bond will result in the rejection of your bid.
The bidding and letting of Contracts herein advertised is subject to compliance with all applicable statutory requirements. The Owner is considered a qualifying exempt entity, therefore Section 77.54(9m) Wis. Stats. Sales and use tax exemption will be utilized on this project.
The City of Algoma and Bayland Buildings, Inc. encourage Small, Minority, Women's, and Labor Surplus firms to participate in bidding this project.
