2026 LEAD SERVICE LINE REPLACEMENTS
PHASE 5 REBID
Online Bids for the construction of the 2026 Lead Service Line Replacements Phase 5 Rebid will be received by the Clerk of the City of South Milwaukee, through QuestCDN.com via their electronic VirtuBidTM online service, until 11:00 a.m., Local Time on the 23rd day of April, 2026, at which time the Bids received will be opened and read aloud. The plan-holders list will be provided with a link to the online bid opening.
The Project consists of constructing public and private side replacement of approximately 340 lead service lines on Aspen, Cherry, Oak and Walnut Streets, Badger, Carrington, Elm, Emerson, Fairview, Hawthorne, N. Chicago, Rawson and Sycamore Avenues, Lake Drive, Oak Creek Parkway and other streets located within the City of South Milwaukee.
The Bidding Documents are on file for inspection at the office of the City Clerk, 2424 15th Avenue, South Milwaukee, Wisconsin. Digital project bidding documents are available at www.questcdn.com. You may download the documents for $40 by inputting Quest project # 10137349 on the website's Project Search page. Prospective Bidders must download the documents from QuestCDN to allow access to the vBid online bidding system. Paper sets of bidding documents will not be made available. Bidders will be charged a fee of $50 to submit a Bid electronically. Bids will only be received online through QuestCDN.com.

PRE-BID QUALIFICATION: All bidders must complete the City of South Milwaukee's Prequalification for Lead Service Line Replacements and submit as instructed in the PREQUALIFICATION OF BIDDERS/CONTRACTORS by 5:00 pm, Local Time, April 17, 2026, to be considered for award of the contract for this Project or to be considered for placement on the Prequalified List of Contractors for Private Lead Service Replacements.
LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 62.15, 66.0901, and 779.15 of the Wisconsin statutes.
USE OF AMERICAN IRON AND STEEL: This project is being partially funded by the Safe Drinking Water Loan Program which requires that all "iron and steel products" used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works are produced in the United States. "Iron and Steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, conduit, reinforced precast concrete, and construction materials. The Contractor shall comply with the requirements of the American Iron and Steel Act.
BUILD AMERICA BUY AMERICA ACT: This project must comply with the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 117-58, §§ 70901-52. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States as further outlined by the Office of Management and Budget's Memorandum entitled Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, latest edition. The Contractor shall comply with the requirements of the Infrastructure Investment and Jobs Act.
WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of which has been included in the Wage Rate Section of this document.
DISADVANTAGED BUSINESS ENTERPRISE (DBE) CONTRACTORS, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority-owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals.
BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
