ADVERTISEMENT FOR BIDS - OLD TOWN HALL RESTORATION PROJECT ELECTRICAL CONTRACT The Town of Caroline herein known as "Owner," will receive sealed bids regarding the Electrical Contract for the Old Town Hall Restoration Project at 2668 Slaterville Road, Slaterville Springs, New York. Plans and specifications may be viewed, and official bid sets may be obtained from the designated web portal nyplanroom.com: DATAFLOW, www.nyplanroom.com telephone: 607-772-2001, email: BidSupport@goDataflow.com Prospective bidders must obtain a set of bid documents from the designated web portal, www.nyplanroom.com. Ordering from this web portal automatically places the prospective bidder on the plan holders' list, and thus eligible to bid the project. This designated web portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a bid for the project. All official notifications, addenda, and other bidding documents will be offered only through the designated web portal with notifications to registered bidders. As such, bidders who obtain documents from other sources such as exchange plan rooms will not qualify as bidders. Neither the Owner, Construction Manager, Architect/Engineer, nor Dataflow Inc will be responsible for bidding documents, including addenda, if any, that are obtained from sources other than the designated web portal. Bids will be received at the Caroline Town Hall, 2668 Slaterville Road, Slaterville Springs, New York, until 1:00 pm on Tuesday, July 7, 2026. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud. This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993. Under Article 15A, Executive Law, the State of New York is committed to providing Minority and Women Owned Business (MWBE) equal opportunity to participate in government contracts. Though there are no required goals for MWBE participation in this grant funded project, the successful bidder will be required to make a Good Faith Effort in the utilization of MWBE's and furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract. The Contractor, by bidding on the contract, acknowledges understanding and support of these policies and pledges to fully cooperate with meeting these requirements as set forth in the Bidding and Contract Documents. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. The project will be publicly bid with prevailing wage rates. The monetary value of the project is above the threshold for WICKS law and requires the project be subdivided into the following prime contracts: General Construction and Electrical. Each bid must be prepared and submitted in accordance with the Bidding and Contract Documents and must be accompanied by with complete Form of Proposal, and the following, included in the Project Manual: Non-Collusive Bidding Certification, Equal Employment Opportunity Policy Statement, and Contractor's Solicitation Log (MWBE tracking). All Bidders are strongly suggested to visit the site during the bidding process and familiarize themselves with the project requirements. The Town Supervisor, Mark Witmer, is available by phone at (607) 539-6400 ext. 4 or email supervisor@townofcaroline.org to schedule an appointment to ensure someone is available at the Town Hall to open any doors that may be locked. Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the opening of bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to awarding the Contract. The Owner reserves the right to reject any or all bids, or to waive any informalities and irregularities in the bidding. The Owner intends to award the Project to the bidder which, in the Owner's judgment, is determined to be the most responsible bidder that serves the Owner's best interest. The Owner is a tax-exempt organization; a tax-exemption certificate and New York State Tax Identification number will be provided to the successful bidder. A Bid Bond or Certified Check made payable to the Owner in the amount of five percent (5%) of the Bid, subject to the conditions provided in the Instructions to Bidders, must be deposited by each Bidder with his Bid as a guarantee that, in the case the contract is awarded to him, he will then, ten days thereafter, execute such contract and furnish a satisfactory Performance and Payment Bond, and the Bidder shall not withdraw his Bid for a period of forty-five days after the above date of Bid opening, and to guarantee the performance of all other obligations of the Bidders as set forth in Instructions to Bidders. Work may be commenced and continuously and diligently prosecuted immediately after contracts have been signed. This property has been determined to possess historic (e.g., architectural, engineering, artistic) significance and is listed in the National Register of Historic Places. The contractor shall recognize that all aspects of the property may potentially contribute to this significance and the contractor shall not judge the relative significance of any features nor the impact of any or all proposed work; this responsibility shall rest solely with the architect. Consequently, no deviations from the contract documents shall be performed and no features or materials shall be altered, removed, reused, or taken from the premises, without the written approval of the architect as being consistent with the requirements of the contract documents. All work shall be consistent with The Secretary of the Interior's Standards for the Treatment of Historic Properties. Bidders must have a minimum of 5 years successful experience in completion of similar projects for State, National or locally registered landmarks. Upon request by Architect following bid opening, each bidder must be prepared to provide project and contact references for similar work.
