ADVERTISEMENT FOR BIDS
Sealed proposals will be received by Salinas Valley Memorial Healthcare System, located in Salinas, California and operating as Salinas Valley Health (SVH), for the furnishing of all labor, materials, equipment and services to SVH necessary for and incidental to the construction of:
SALINAS VALLEY HEALTH DRC 80-TON CHILLER & COOLING TOWER REPLACEMENT
General Description. Salinas Valley Health (SVH) is pursuing the replacement of the existing chiller and cooling tower in the Downing Resource Center (DRC) located at 450 East Romie Lane in Salinas, CA. The chiller and cooling tower are located in the DRC basement mechanical room, with sidewall louvers bringing in air and discharging air from the tower. Due to the aging of existing equipment which provides comfort-cooling to the DRC, the project scope requires the removal of the existing 70-ton nominal chiller and replacement with a new
80-ton nominal chiller; removal of the existing cooling tower and replacement with a new cooling tower; and removal of existing chilled water and condenser water pumps and replacement with new chilled water and condenser water pumps. Installation shall require seismic anchoring and modification of existing housekeeping pads. The new chiller and cooling tower shall be integrated into the existing Siemens Building Management System (BMS). A refrigerant leak detection system shall be design-build by the Contractor. All electrical work
shall be contracted directly by SVH.
Bids. Sealed bids will be received by SVH at the Construction Office located at 535 E Romie Lane, Suite 6, Salinas, California, until 2:00 p.m. on December 9, 2025, at which time all bids will be publicly opened. Bids will be referred to a subsequent SVH Board of Directors meeting for appropriate action. All Bid Proposals shall be submitted on forms furnished by SVH. Bid Proposals must conform with, and be responsive to, the Bid and Contract Documents, copies of which may be obtained from SVH as indicated below. Only Bid Proposals
submitted to SVH prior to the date and time set forth above for the public opening and reading of Bid Proposals shall be considered. Note: Bids submitted orally or by telephone, electronic transmission (email) or facsimile
will be considered invalid and will not be accepted. Each Bid Proposal shall be accompanied by:
1. Bid Letter (including acknowledgement of receipt of Addenda)
2. List of Subcontractors
3. Disqualification Questionnaire
4. Acknowledgement of Insurance Requirements
5. Bidder's Guaranty: Bidder's Bond or Irrevocable Standby Letter of Credit
6. Non-Collusion Affidavit
All information and responses of a Bidder in its Bid Proposal, and other documents accompanying the Bid Proposal, shall be complete, accurate and true. Incomplete, inaccurate, or untrue responses or information provided by a Bidder shall be grounds for SVH to reject such Bidder's Bid Proposal as nonresponsive.
Pre-Bid Conference & Job Walk. There will not be a pre-bid conference and job walk held prior to the date of bid. Bidders and their subcontractors are encouraged to investigate the existing conditions prior to close of the bidding period. Site visits may be granted upon request to bjesse@bogardconstruction.com.
Questions. All requests for interpretation of the drawings and specifications or other questions regarding this project during the bidding process shall be submitted to SVH in writing by email. No telephone questions will be accepted. All written requests for interpretation (RFIs) or correction of the Contract Documents must be received by 5:00 p.m. on November 21st. Bid and Contract Documents. Requests for digital versions of the Documents shall be addressed to Salinas Valley Health, Attn: Brianna Jesse (bjesse@bogardconstruction.com). The Central Coast Builder's Association has all bid documents available for Bidders (Visit URL: http://www.ccbabuilds.com/).
Labor & Material Payment and Performance Bonds. The successful bidder will be required to furnish a labor & material payment bond and performance bond equal to one hundred percent (100%) of the Contract Price. Each bond must meet the statutory requirements for a public construction project as set forth in California Civil Code Section 3248. The bonds shall be secured through a surety company approved by SVH and paid for by the Prime Contractor.
Bid Acceptance/Rejection. SVH reserves the right to reject any or all bids and to waive any informalities in the bidding, or in any bid received. The Contract for the Work, if awarded, will be by action of the SVH Board of Directors to the responsible Bidder submitting the lowest responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the applicable provisions of the Instructions for Bidders. No bid shall be withdrawn for a period of ninety (90) calendar days subsequent to the opening of bids without the consent of SVH.
Contractor License Classification. In accordance with the provisions of California Public Contract Code §3300, SVH requires that Bidders have a valid and current class C-20 California Contractors License. Bidders must be properly licensed at the time that the Contract for the Work is awarded and at all times during the Work. Any Bidder not so duly and properly licensed shall be subject to all penalties imposed by law. No payment shall be made for work, labor, materials or services provided under the Contract for the Work unless and until the Registrar of Contractors verifies to SVH that the Bidder awarded the Contract is properly and duly licensed to perform the Work.
Prevailing Wage. Minimum prevailing wage rates are required to be paid for each craft, classification, or type of worker needed to execute the Contract. Copies of such minimum rates are on file at the Administration office of SVH, and are available to any interested party upon request. See Labor Code Section 1773 et seq.
