Grundy Foundation, offices located at 680 Radcliffe Street Bristol, PA 19007, will receive sealed bids online until 11:00 A.M., prevailing time on June 12, 2026 at which time and place the bids shall be publicly opened and read aloud for:
Contract #25-01251– GRUNDY SEAWALL REPAIRS
This contract consists of a base bid involving site preparation work for cleaning and recoating the bulkhead with a carboline splash zone product extending from Station 0+00 to 2+68. The Scope consists of cleaning and preparing the existing streel sheet piles to an SSPC-SP10 finish, repairing any identified holes, and applying new band-coating. The items and work associated with this bid are more fully defined in Sec 01 22 00 Measurement and Payment.

A nominal fee of 0.33% of the bid amount (up to $5,000) is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees.
Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to Grundy Foundation along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder.
The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of Grundy Foundation and having as security thereon such Surety company or companies as are approved by Grundy Foundation.
The work to be performed under this Agreement is a project receiving assistance from the Commonwealth Financing Authority through the American Rescue Plan Act - PA Small Water and Sewer Program and receiving assistance under a program providing direct Federal financial assistance from HUD and its subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1702). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low-and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located. These Federal programs require various Federal laws, regulations, and guidelines the successful bidder and their subcontractors must comply with including but not limited to: Title VII of the Civil Right Act of 1964, Contract Work Hours and Safety Standards Act (CWHSSA), and Buy America, Build America (BABA), Rehabilitation Act of 1973, 24 CFR 24, 29 CFR Parts 1, 3, 5, 6, and 24 CFR Part 75 Section 3.
The Bidder's attention is called to the fact that the project is receiving funds under Title I of the Housing and Community Development Act of 1974, as amended, and that the Davis-Bacon Act applies to this Contract and the successful Bidder shall pay no less than the Federal Wage Rates determined for the project area as set forth in the Contract Documents. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The completion of all Non-Discrimination Documents must also be submitted at the time of the bid.
No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids.
Grundy Foundation reserves the right to reject any and all bids, or parts thereof, and to accept the bid, which it deems, in its sole judgment, to be in the best interest of the Foundation.
