General Notice
Tierra Del Sol Housing Corporation (Owner) is requesting Bids for the construction of the following Project:
Sierra Del Sol Subdivision
Bids for the construction of the Project will be received at the office of Tierra Del Sol Housing Corporation located at 210 E. Idaho, Suite A, Las Cruces, NM, until Friday April 17, 2026 at 2:00pm local time. At that time the Bids received will be publicly opened and read.
Project Scope of Work:
The Project consists of construction of infrastructure for the Sierra Del Sol Subdivision, a 22-lot residential development and one multi-family tract, including earthwork, roadway construction, utilities, drainage improvements, and associated appurtenances as shown in the Contract Documents.
The Work shall include all labor, materials, equipment, and incidentals required to complete the Project in accordance with the Contract Documents. A critical milestone requires completion of some work and an Application for Payment by June 3, 2026.
Owner anticipates that the Project's total bid price will be roughly $1,500,000. The Project has an expected duration of 180 days.

Bidding Documents may be downloaded from the link that will be provided. Prospective Bidders are urged to register with the designated contact as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated contact in either electronic or paper format. The designated contact will provide updates to the list of registered plan holders periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated contact. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 9:00 a.m. to 5:00 p.m. and may obtain digital copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference:
A pre-bid conference for the Project will be held on Friday, April 3, 2026 at 11:00 am at Tierra Del Sol Housing Corporation, 210 East Idaho Ave, Suite A, Las Cruces, NM 88005. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders:
This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. §1701u), and its implementing regulations at 24 CFR Part 75.
This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
Milestone 1 in Agreement is to be complete prior to June 3, 2026.
