Anna Drain Park Improvements
Sealed bids for the construction of the Anna Drain Park Improvements for the City of Drain (Owner) will be received by 2:00 pm PDT June 10, 2026. A virtual bid opening will be held at the day and time of the bid closing. Bids received after this time will not be accepted. All interested parties are invited to attend.
The Issuing Office for the Bidding Documents is: The Dyer Partnership (541) 269-0732. Bidding Documents are available at www.questcdn.com, QuestCDN Project No. 10195405. Bids will ONLY be received and accepted through QuestCDN. Prospective bidders must be on the QuestCDN planholders list for bids to be accepted and receipt of Addenda. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The project consists of: a. Construction of 6,710 sf of new sidewalk and associated curbs, asphalt, landscaping, irrigation, stormwater planters, raised planter bed, lighting, and other ancillary requirements. Construction of a new 945 sf new concrete splash pad with water play structures, control panel, and associated water piping and drainage system. Connection of utilities to the site including water, sewer, storm, electrical service, and electrical circuits and conduits. Installation of 175 linear feet of new 3-inch water service line including a new 3-inch reduced pressure backflow device. Installation of approximately 230 linear feet of new 8-inch sewer lateral line. Construction of three
(3) new storm water catch basins (excluding splash pad area drains) and 20 feet of 12-inch storm drain pipe. Furnish and install a new metal gazebo, complete with footings, structure, roof, gutters, and associated infrastructure for a completed gazebo 36-feet in diameter. Construction and/or installation of site furnishings, seating, drinking fountain, benches, trash facilities, and other furnishings as shown on the plans. Regrading and providing import top soil to provide drainage to one (1) surface area acre of park lawn area, reseed after grading. Import topsoil to be 620 cubic yards.
Bids not fully completed in accordance with the Instructions to Bidders will not be considered. A Bid Security executed in favor of the Owner in the amount of not less than 10% of the total amount of the Bid is required. Per ORS 279C.385 (2), Bid Security is to be forfeited as fixed and liquidated damages should the Bidder neglect or refuse to enter into a Contract and provide suitable insurance certificates, bonds, and other required documents for the faithful performance of the work in the event the Bidder is awarded the Contract.
A Pre-Bid Conference will be held 10:00 am local time on May 27, 2026 at the City of Drain – Civic Center – 801 Division Avenue, Drain Oregon 97435. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory.
Each Bidder must submit a First-Tier Subcontractor Disclosure Form, Evidence of Authority to Sign Bid, and Evidence to do Business in the State within two working hours of the time for receipt of the Bid.
Contractors and all subcontractors shall pay at least the state prevailing rate of wage as determined under ORS 279C.815. ORS 279C.800 to 279C.870 will be administered and enforced in accordance with state law and regulations.
Work under this project will be partially funded by the Oregon Parks and Recreation Department Local Government Grant Program.
No Bid will be received or considered by the Owner unless the Bid contains: 1) a statement that Bidder will comply with the provisions of 40 USC 276a and ORS 279C.840 and 2) a statement as to whether the Bidder is a resident Bidder as defined in ORS 279A.120. The Owner reserves the right to reject any or all Bids, to waive all informalities, and to accept such Bids that in the opinion of the Owner are in the best interest of the Owner.
