Advertisement for Bids - City of Leesville - Leesville Municipal Airport (L39) AWOS ADVERTISEMENT FOR BIDS PROJECT NAME: AUTOMATED WEATHER OBSERVATION SYSTEM OWNER: CITY OF LEESVILLE LOCATION: LEESVILLE MUNICIPAL AIRPORT (L39) STATEMENT OF WORK: The Automated Weather Observation System project is the procurement and installation of an AWOS III P/T at the Leesville Municipal Airport (L39) and includes the site preparation for the equipment to include establishing the power supply, site work, access drive construction, and data link to the terminal building. PRE-BID MEETING: Non-Mandatory Pre-Bid Meeting will be held on 10:00 AM CST on Tuesday May 5th 2026, at the LEESVILLE MUNICIPAL AIRPORT (L39) located at 424 AIRPORT RD., LEESVILLE, LA 71446. BID SUBMITTAL: Sealed Bids shall be addressed to the LEESVILLE MUNICIPAL AIRPORT (L39) and delivered to the 424 AIRPORT RD., LEESVILLE, LA 71446.not later than 2:00 P.M., CST on Wednesday May 20th, 2026. Any bid received after the specified time and date will not be considered. DURATION / LIQUIDATED DAMAGES: 105 Calendar Days (75 Assembly / 30 Construction) / $750 per Calendar Day OWNERS RIGHT: The OWNER reserves the right to waive any informalities except for those provisions and requirements of LA R.S. 38:2212, those stated in the advertisement for bids, and those required on the bid form. Owner reserves the right to reject any and/or all bids for just cause as permitted by public bid laws. PROJECT FUNDING: Notice is hereby given that the project is funded through Federal and/or State Grants which funds will not be available at the time of bidding. The Owner may reject all bids and cancel this solicitation should adequate funding not be secured within forty-five (45) days after bid opening. The time limits stipulated in LA. R.S. 38:2215(D) do not apply based upon the statutory exception that "the contract is to be financed in whole or in part by federal or other funds which will not be readily available at the time bids are opened." BID SECURITY: Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.
