Advertisement for Bids Sealed proposals for the Merchant Street and 11th Street Improvements project shall be received by the Borough of Ambridge, Ambridge Borough Building Complex, 600 Eleventh Street, Ambridge, PA 15003 until 1:00 PM prevailing time on Friday May 1st, 2026, when then shall be open and read aloud, for furnishing labor, materials, and performing all work set forth in the advertisement, general conditions, drawings, and specifications. The successful Bid shall be publicly awarded within sixty (60) days of the bid opening at the Borough of Ambridge Regular Council Meeting. Invitation, preparation, submittal, bidding requirements, all materials furnished and all work shall conform to applicable parts of the contract documents. The project includes the construction of new streetscape and public realm amenities as well as the associated roadway improvements, paving, and utility work. Plans, specifications and bid documents are available for inspection at the Borough of Ambridge, Ambridge Borough Building Complex, 600 Eleventh Steet, Ambridge, PA 15003. Contractors may purchase drawings and specifications at Ditto, 1020 Ridge Avenue, Pittsburgh, PA 15233, Ph. (412) 434-6666 or online at dittoplanroom.com to order for pick-up. A pre-bid meeting will be held on 10:00 AM at the Ambridge Borough Building Complex on Thursday April 9th, 2026. Questions regarding the project must be sent via email to mstromberg@s-ga.com or in writing to Stromberg/Garrigan & Associates, Inc. at 145 Greenwood Avenue, Suite 300, Wyncote, PA 19095. All questions and answers will be provided to bidders of record as addenda to the drawings and specifications and will become part of the contract. Questions must be submitted no later than 5:00 PM on April 24th, 2026. Questions placed by telephone or facsimile will not be honored. Each proposal shall be accompanied by either a certified check or surety company bid bond in the amount of not less than ten (10%) of the contract amount. The same shall be made payable unto the Borough of Ambridge. The minimum wage rates for each craft or classification of all workmen needed to perform this contract during the anticipated term hereof shall be governed by State Prevailing Wage Rates. Upon successful award of the contract, a 100% performance, 100% payment and 10% maintenance bond shall be required. No bids shall be withdrawn for a period of sixty (60) days after the time set for the opening of bids. Bids, whether mailed or delivered in person, shall be sealed, marked "Merchant Street and 11th Street Improvements" and addressed to Borough of Ambridge, Ambridge Borough Building Complex, 600 Eleventh Steet, Ambridge, PA 15003. The Borough reserves the right to reject any part of or all proposals, or to waive any irregularity in the proposal when the Borough deems such action advantageous to the Borough.
