BED General South Dakota Board of Economic Development Notice of Public Hearing to Adopt Rules A public hearing will be held in the Dolly-Reed Plaza, 711 East Wells Avenue, Pierre, South Dakota, on September 10, 2025, at 10:15 a.m. (Central), to consider the amendment of proposed Administrative Rules of South Dakota numbered §§ 68:02:01:35, 68:02:01:36, 68:02:01:47, 68:02:01:48, 68:02:01:50, and 68:02:01:55; and §§ 68:02:10:01 through 68:02:10:17, inclusive. The effect of the rules will be to streamline the administration of, and to clarify the Governor's Office of Economic Development staff's authority with respect to, loans from the Revolving Economic Development and Initiative (REDI) fund, and to make technical corrections to statutory references relating to the South Dakota Jobs grant program. The reason for adopting the proposed rules is to allow for greater flexibility in the loan closing and administration process for REDI loans processed by Governor's Office of Economic Development staff, and to make a variety of technical corrections to statutory references. Persons interested in presenting amendments, data, opinions, and arguments for or against the proposed rules may appear in-person at the hearing, or mail or e-mail them to the Board of Economic Development c/o Governor's Office of Economic Development, 711 East Wells Avenue, Pierre, South Dakota, 57501 or to jack.valentine@state.sd.us. The deadline to submit any such written comments for consideration by this part-time board is seventy-two hours before the date of the public hearing. After the written comment period, the Board of Economic Development will consider all written and oral comments it receives on the proposed rules. The Board of Economic Development may modify or amend a proposed rule at that time to include or exclude matters that are described in this notice.
