BEFORE THE PUBLIC UTILITIES COMMISION OF NEVADA
Sierra Pacific Power Company d/b/a NV Energy ("NV Energy") intends to submit an Application for a permit to construct a utility facility, namely the new Nighthawk 345/120-kilovolt ("kV") Substation and a 10.8-mile-long 345-kV transmission line fold as part of the Silver Springs 345-kV Fold Project ("Project"). This request for a permit to construct will be filed with the Public Utilities Commission of Nevada ("Commission") pursuant to the Utility Environmental Protection Act ("UEPA") under Nevada Revised Statutes ("NRS") 704.820 to 704.900 and Nevada Administrative Code ("NAC") 703.415 to 703.427.
NOTICE OF AN APPLICATION FOR A PERMIT TO CONSTRUCT UNDER THE PROVISIONS OF UEPA FOR APPROVAL BY A FEDERAL AGENCY THE SILVER SPRINGS 345-KV FOLD PROJECT
Notice is hereby given to persons residing in the municipalities in which the utility facility to be constructed will be located. NV Energy will request a permit to construct the following utility facilities:
1. The new Nighthawk 345/120-kV Substation with associated breakers, switches, protection, telecommunication, etc. on privately owned land in Silver Springs, Lyon County, Nevada. The Nighthawk Substation will require the construction of four new 345-kV line terminals, two of which will connect to a 345-kV line fold proposed under the same Application. The remaining two 345-kV terminals will allow for future utility connections to increase regional load capacity.
2. The proposed 345-kV line fold that will connect from the planned Greenlink West connection site west of State Route 439 (USA Parkway), heading east to connect into the Nighthawk Substation. The northern segment of the 345-kV line fold is approximately 5.7 miles long and the southern segment is approximately 5.1 miles long, for a total of 10.8 miles of transmission line. The 345-kV line fold is located within a Lyon County locally designated utility corridor.
The Project is located on 387.9 acres of Bureau of Land Management ("BLM")-administered land and 152.7 acres of private land in Lyon County, Nevada.
The content of the UEPA Application will include, among other items, a description of the proposed facilities requiring a permit to construct from the Commission and its location. As a portion of the proposed utility facility is located on BLM-administered lands, a Standard Form 299 application for a Federal Land Policy and Management Act right-of-way grant was filed with the U.S. Department of Interior, BLM, Carson City District Office in September, 2024. On May 29, 2026, the BLM issued a Finding of No Significant Impact. On June 1, 2026, the BLM published the Final Environmental Assessment.
The UEPA Application will be filed under and governed by the provisions of the UEPA. A copy of the Application will be available on the Commission's website following NV Energy's filing of the Application. Protests and written comments about the granting of the UEPA application must be filed with the Commission as provided by law.
