BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA NOTICE OF APPLICATION
PR Power I, LLC ("PR Power") intends to submit an application for a permit to construct, operate and maintain a new 345 kV-to-34.5 kV substation (the "Substation") and associated 345 kV high-voltage distribution lines (the "HVD Lines"). This request for a permit to construct will be filed with the Public Utilities Commission of Nevada ("Commission") pursuant to the Utility Environmental Protection Act ("UEPA") set forth in Nevada Revised Statutes ("NRS") NRS §§ 704.820 to 704.900 and Nevada Administrative Code 703.423 and 703.415.
Notice is hereby given to persons residing in the municipalities in which the utility facility to be constructed will be located. PR Power will request a permit to construct, operate and maintain the following utility facilities:
A new customer-owned 345 kV-to-34.5 kV substation, located on an approximately 2.63-acre graded pad within an approximately 79-acre project area in Storey County, Nevada. The Substation will interconnect with NV Energy's Gosling Switching Station via four new 345 kV high-voltage distribution line segments, each approximately 3,800 feet in length. These facilities are designed to enable reliable and efficient energy delivery to the Peru Ridge data center campus.
The contents of the UEPA Application will include, among other things: a) A description of the proposed facilities requiring a permit to construct from the Commission and its location, including a description of any associated equipment and diagrams of the location and layout of the proposed utility facility; b) An environmental statement that describes the environmental characteristics of the project area, the potential environmental impacts from the construction and specific mitigation measures to be implemented to reduce those impacts; c) A list of federal, state, regional and local agencies whose approval may be required for the proposed utility facility; and d) An explanation of the extent to which the proposed utility facility is needed to ensure reliable service to electric customers within this state. e) A description of any reasonable alternate location(s) for the Proposed Project, a description of the comparative merits or detriments of each location submitted, and a statement of the reasons why the primary proposed location is best suited for the facility. f) Proof that a copy of the notice has been submitted to the Nevada State Clearinghouse within the State Department of Conservation and Natural Resources. g) Proof that a public notice of the application was given to the person residing in the municipalities entitled to receive notice by the publication of summary of the application in newspapers published and distributed in the area in which the utility facility is proposed to be located.
The UEPA application will be filed under and governed by the provisions of the UEPA. Protests and written comments about the granting of the UEPA application must be filed with the Commission as provided by law.
