NOTICE OF APPLICATION
Sierra Pacific Power Company d/b/a NV Energy and Nevada Power Company d/b/a NV Energy ("NV Energy") intend to submit an Application for a Permit to Construct the Greenlink North Transmission Project ("Greenlink North") consisting of two 525-kilovolt (kV) transmission lines and associated facilities ("Project"). NV Energy will construct facilities for the Project in the unincorporated portions of Lyon, Churchill, Lander, Eureka, and White Pine Counties, Nevada. This request for a Permit to Construct will be filed with the Public Utilities Commission of Nevada ("PUCN") pursuant to the Utility Environmental Protection Act ("UEPA") under Nevada Revised Statutes Chapter 704, Section 870.
NOTICE OF AN APPLICATION FOR A PERMIT TO CONSTRUCT UNDER THE PROVISIONS OF UEPA FOR THE GREENLINK NORTH TRANSMISSION LINE PROJECT
Notice is hereby given to persons residing in the municipalities in which the proposed Project to be constructed will be located.
Greenlink North includes a series of transmission lines and substations in Nevada that extends between the new Walker River Substation in Lyon County, Nevada, to the existing Robinson Summit Substation in White Pine County, Nevada. Greenlink North will be constructed generally between Lyon County and White Pine County with work also in Churchill, Lander, and Eureka Counties, but will also have associated facilities in Storey and Washoe Counties. The Project's electric transmission facilities would be predominantly on lands administered by the Bureau of Land Management, with shorter segments of the Project crossing lands administered by the US Department of Defense, Department of the Navy, US Department of Agriculture Forest Service, and private landowners.
The Project facilities subject to the Application are broken down into the following segments:
1. Lander to Walker River 525-kV Transmission Line
2. Lander to Robinson Summit 525-kV Transmission Line
3. Lander 525/230-kV Substation
4. Robinson Summit 525/345-kV Substation Expansion
The following substations are also associated with the Application:
1. Walker River 525/345/230/120-kV Substation
The purpose of the project is to increase northern Nevada transmission import capacity to meet native electric demand, requests for network transmission service and fulfill legislative and regulatory requirements in Senate Bill 448 and the Triennial Integrated Resource Plan in Docket No. 21-06001.
The contents of the UEPA Application for the Greenlink North Transmission Line Project will include, among other things:
(1) A description of the proposed facilities requiring a permit to construct from the PUCN with diagrams of the locations and layouts of the proposed facilities;
(2) An environmental statement that describes the environmental characteristics of the project area;
(3) A list of state and local permits for the proposed Project; and
(4) An explanation of the extent to which the proposed utility facilities are needed to ensure reliable utility to electric customers within this state.
The UEPA application will be filed under and governed by the provisions of the UEPA. Protests and written comments about the granting of the application must be filed with the PUCN as provided by law.
