BID ADVERTISEMENT - NOTICE TO BIDDERS Notice is hereby given that sealed bids will be received by the Riverside Township Board of Education for "GRANT STREET PARKING LOT" and will be opened and read in public at the Business Office of the Riverside Township Board of Education located at 112 East Washington Street, Riverside, New Jersey, on Tuesday, December 2, 2025 at 10:00 A.M. prevailing time. A pre-bid meeting shall be held on November 3, 2025 at 10:00 AM, on site at the intersection of Paine Street and Grant Street. The deadline for all Requests for Information shall be on November 10, 2025. The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in these Specifications. The Bidders are requested to submit, in accordance with N.J.S.A 18A:18A-18(b)(2), one Lump Sum Bid for all of the work and materials. Bidders and/or their Prime Subcontractors must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in the following categories, pursuant to N.J.S.A. 18A:18A-26 et seq.: C008 – General Construction or C009 General Construction / Alterations and Additions. The Bidder and named Prime Subcontractors, defined as the listed in N.J.S.A 18A:18A-18, listed must be pre-qualified prior to the date that bids are received. Specifications and forms of bid for the proposed work prepared by Pennoni Associates, Inc. and approved by the Riverside Township School District are available at the office of the Engineer at 515 Grove Street, Suite 1B, Haddon Heights, New Jersey 08035, and may be inspected by prospective bidders during regular business hours (9:00 am to 4:00 pm Monday through Friday). Digital copies of the Bid Documents will be provided and may be obtained at no cost by contacting Pennoni by e-mail at ddownes@pennoni.com and aborstad@pennoni.com. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE Bids must be made on the standard Proposal form in the manner designated therein, providing one (1) original and one (1) copy, and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to Riverside Township Public School District, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of Riverside Township Public School District for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance, Payment and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. In accordance with P.L. 2021, c. 301 a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body that the prevailing wage rates required by the Act shall be paid. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of the Township of Riverside makes the most advantageous bid and to waive such informalities as may be permitted by law.
