Notice is hereby given that the Hackettstown Municipal Utilities Authority (HMUA), County of Warren, New Jersey will receive sealed bids on Tuesday, April 7, 2026 at 11:00 AM prevailing time at the Jacob Garabed Administration Building, 424 Hurley Drive, Hackettstown, NJ and opened and read publicly for:
The furnishing and delivery of approximately 580 US wet tons of Aluminum Sulfate solution per year. Each delivery will be 20 to 25 US wet tons, approximately one delivery every two weeks.
OR
The furnishing and delivery of approximately 75,000 gallons per year of flocculent grade Polyaluminum Chloride Solution. Each delivery will be 4200 to 4500 gallons, approximately one delivery per month.
for a term of one or two years beginning May 1, 2026.
It is the intent of the Hackettstown Municipal Utilities Authority to award a bid for one product, which will be determined by price and quantity utilization.
Plans, specifications, and forms of bid for the proposed work are available at the office of the Executive Director, 424 Hurley Drive, Hackettstown NJ between the hours of 8:00 a.m. and 4:30 p.m. Monday-Friday. A copy can be obtained by calling 908-852-3622 or email nlasch@hmua.com.
Bids must be made on the Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Hackettstown Municipal Utilities Authority.
The signed Proposal forms must be delivered to the place and on or before the hour named above. The accepted bidder must sign the Contract within ten (10) days after the Notice of Award.
Each bid proposal must be accompanied by a duly executed Non-Collusion Affidavit.
The Board of Commissioners reserves the right to select the contract term which in its judgment best serves the public interest and meets the definition of responsive and responsible in N.J.S.A. 40A: 11-1 et. seq. Further, the Board of Commissioners of the Hackettstown Municipal Utilities Authority shall reserve the right to reject any or all bids if in the interest of the Authority it deems it advisable to do so, or to waive insubstantial irregularities in the bid proposal as permitted by law.
Bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and other bid documents prior to the award of the contract.
Bidders are required to comply with the requirements of P.L. 1975, C.127 (non-discrimination) and P.L. 1977, C. 33 (public disclosure) and be registered with the State of New Jersey Department of Labor in accordance with N.J.S.A. 34:11-56.48 et seq.
Bidders are required to submit with their bid a New Jersey Business Registration Certificate in accordance with N.J.S.A. 52:32-44. (P.L. 2004, c. 57).
