BID SOLICITATION RFP #2025-03 SOLAR ARRAY ADVERTISEMENT South Central Regional Transit BID SOLICITATION FOR – (October 15, 2025) 1. INTRODUCTION The South Central Regional Transit District (SCRTD) invites qualified NMDOT prequalified Contractors and Subcontractors and qualified solar energy subcontractors to submit BIDs for the procurement, construction, and commissioning of a one-acre solar photovoltaic (PV) array at 2001 Futurity Drive in Sunland Park, New Mexico. The proposed array will support the district's goal of increasing renewable energy usage and reducing carbon emissions. The Solar Array will support the electric-powered bus fleet operating from the SCRTD Bus Operations, Maintenance, and Training Facility. The district will reserve up to two acres for a Solar Array. The one-acre installation will be phase I, with expansion of the site expected within the next two years. 2. PROJECT OVERVIEW Project Name: One-Acre Solar Array Construction Phase ILocation: 2001 Futurity Drive, Sunland Park, New MexicoProject Type: Grid-connected solar PV system, with battery storageFunding Source: Federal and State Grants 3. SCOPE OF WORK The scope of work includes, but is not limited to, the following: Site Assessment: Use the design work provided with a detailed site assessment to determine optimal layout and design.Shop Drawing Layouts: Provide shop drawing layouts for the solar array, including all necessary structural, electrical, and mechanical aspects.Permitting: Obtain all necessary permits and approvals from local, state, and federal agencies.Procurement: Procure all necessary materials and equipment to construct the solar array.Construction: Complete all construction activities, including land preparation, installation of solar panels, inverters, batteries, concrete pads, wiring, mounting systems, and other associated infrastructure. Make modifications to the existing electrical mains and metering. Install new metering for the PV systems.Grid Connection: Coordinate with El Paso Electric to connect the solar array to the electrical grid.El Paso Electric Distributed Generation Application: The Contractor shall submit an application to El Paso Electric for Solar System A and for Solar system B. The contractor shall make application for the Interconnection of facilities greater than 10 KW and less than 100 KW, or Interconnection of facilities greater than 100 kw and up to 10 MW as appropriate. Each application shall include calculations, equipment cutsheets, Single Line Diagram, etc as called for on the applications. The Contractor shall respond to all EPE review comments made to the permit applications. Contractors shall obtain EPE inspection and system final approval.Commissioning: Conduct all necessary testing and commissioning activities to ensure the solar array is fully operational and meets all performance specifications.Operation and Maintenance (O&M) Plan: Provide a detailed O&M plan for the solar array. 4. BID REQUIREMENTS BIDs should include the following information: Executive Summary: Brief overview of the BID.Company Profile: Background information on the company, including relevant experience and qualifications.Technical BID: Detailed description of the proposed approach to the project and construction plans.References: The Solar Subcontractor information for at least three references from similar projects.Compliance: Statement of compliance with all local, state, and federal regulations. 5.
