NOTICE OF HEARING
PLEASE TAKE NOTICE:
That the undersigned has applied to the Borough of Woodcliff Lake Joint Land Use Board for preliminary and final major site plan approval along with associated use and bulk variance approvals in order to renovate and construct additions to an existing two-story building in order to continue to use the above captioned subject property as a food establishment at property commonly known as 25 Prospect Avenue and otherwise known as Block 2701, Lot 10 on the Tax Maps of the Borough of Woodcliff Lake. The subject property is located in a R-15 Zone and the existing food establishment use is a pre-existing non-conforming use in the zone. In order to improve and use the subject property as proposed the applicant is requesting preliminary and final major site plan approval, a use variance for the expansion of the pre-existing non-conforming food establishment use which is not permitted in the R-15 Zone pursuant to Woodcliff Lake Ordinance §380-11, a use variance for exceeding the maximum permitted building height in feet where a maximum building height of 30 feet is permitted pursuant to the Woodcliff Lake Ordinance §380-9 and §380 Attachment 2 Limiting Schedule and building height of 45.58 feet is proposed, bulk variances for maximum permitted building height in stories where a maximum building height of 2 stories is permitted pursuant to the Woodcliff Lake Ordinance §380-9 and §380 Attachment 2 Limiting Schedule and a building height of 2 ½ stories is proposed, maximum permitted total surface coverage where a maximum total surface coverage of 40% is permitted in the R-15 Zone pursuant to Woodcliff Lake Ordinance §380-9 and §380 Attachment 2 Limiting Schedule and a total surface coverage of 75.30% is proposed, minimum required landscaped buffer area where a minimum landscaped buffer area 30 feet in width is required pursuant to Woodcliff Lake Ordinance §380-80B and a 4.8 foot landscaped buffer area is existing along the westerly side property line, minimum required landscaped buffer area where a minimum landscaped buffer area 30 feet in width is required pursuant to Woodcliff Lake Ordinance §380-80B and a 0 foot landscaped buffer area is existing along the northerly rear property line, minimum landscaping in off-street parking areas having 10,000 or more square feet of paved area where a minimum landscaping of 20 square feet per parking space is required pursuant to Woodcliff Lake Ordinance §380-78A(12) and 0 square feet of landscaping per parking space is existing and minimum required parking spaces where a minimum of 202 parking spaces are required pursuant to Woodcliff Lake Ordinance §380-78B and §380 Attachment 1 Schedule A Off-Street Parking Requirements and 124 parking spaces are proposed in addition to site plan design waivers for minimum required parking setback from any side or rear property line where a minimum 8 foot setback is required pursuant to Woodcliff Lake Ordinance §292-26B(2) and a 0 foot parking setback is existing on the easterly side property line, minimum required parking stall size where a minimum parking stall size of 10 feet by 20 feet is required pursuant to Woodcliff Lake Ordinance §292-26C(2)(a) and parking stalls are proposed which do not meet the minimum requirement, minimum landscaping in off-street parking areas where a minimum landscaping of 5% of parking areas is required pursuant to Woodcliff Lake Ordinance §292-29A(10) and a minimum landscaping of 2.21% is proposed and minimum required loading spaces where a minimum 1 loading space is required pursuant to Woodcliff Lake Ordinance §292-27 and 0 loading spaces are proposed. The applicant is requesting the above listed variances and waivers in addition to any and all other variances or waivers deemed necessary by the board for approval of this application.
This application is listed on the Clerk's calendar, and a public hearing has been set for Tuesday October 28, 2025 at 7 p.m. This meeting will be held in person at the Woodcliff Lake Municipal Building located at 188 Pascack Road, Woodcliff Lake, New Jersey 07677 at which time you may appear either in person, by agent, or by attorney, and present any comments, questions, or objections which you may have to the granting of this application. The public will also be able to access the Woodcliff Lake Joint Land Use Board meeting remotely using the Zoom platform. Detailed guidelines to access the meeting via Zoom will be provided within 48 hours of the meeting of the Woodcliff Lake Borough Website. Be advised this is an in-person meeting but is accessible via the Zoom platform. During the meeting, you will not be able to use Zoom to raise your hand and make any comments or ask any questions. Comments and / or questions can only be made in person.
Electronic copies of the plans and application materials are posted on the Woodcliff Lake Borough Website (www.wclnj.com) under the borough departments, planning board applications tabs. Upon request to the board secretary hard copies of the plans and application materials can also be sent by mail or picked up at the borough hall by appointment via pick up box. A check for payment of these materials must be made prior to pick up.
