Bid- General Contract Animal Shelter
Receipt of Bids: Separate sealed bids on forms prepared by the Engineer will be received by the Town of Woodbury, Town Clerk, 615 Route 32, PO Box 1004, Highland Mills, NY 10930 until 2 p.m. on April 21, 2026 for the Town of Woodbury Animal Shelter Project – General Contract in accordance with Drawings, Specifications, and other Contract Documents prepared by Pitingaro & Doetsch Consulting Engineers P.C.
The project consists of, but is not limited to, the following:
Coordinate with the Town of Woodbury Supervisor or his/her designate designee to schedule construction activities to ensure that the day to day operations of the Animal Shelter can be accommodated.Existing Dog Building: Demolish exterior dog runs, interior walls, new proposed openings and finishes as specified and any additional demolition required for total rehabilitation. Complete proposed renovations, including but not limited to all repairs, finished surfaces, fixtures, windows, doors, glass kennel doors, adequate floor drainage, durable interior dog enclosures, exterior dog runs, fencing and accessible walkway. Include all special equipment for sanitation practices and animal care, including wash stations, crates, grooming facilities and medical grade storage as specified. Update electrical and plumbing as shown in proposed plans. Existing Quarantine Kennels: Including but not limited to, removal of existing cabinetry and shelving to be replace with medical grade cabinetry, refrigerator and storage. Repair and seal all openings from the exterior, repair or replace insulation, add floor drainage to kennels, install non-porous finish on floors and walls furnish and install glass kennel doors. Update electrical and plumbing as shown in proposed plans. Site Preparation: Prepare, clear, and grade the area for the planned work.Cat Kennel Building: Furnish and install the manufactured building as described in the plans and specifications per the manufacture's requirements. This includes the foundation and any included mechanical systems. Furnish and install all fixtures and finishes per drawing, including but not limited to all plumbing fittings, reception desk, storage and shelving and a conditioned attic space with access hatch and folding stairs. Include all special equipment for sanitation practices and animal care, including wash stations, crates, enclosures, grooming facilities and medical grade storage as specified.Perform all site work noted on the plans and specifications including but not limited to: new sanitary sewer connection, new water service connection, new curbing, asphalt paving, drainage, sidewalk and striping.Provide excavation for all utilities entering the site.This project is funded by New York State Department of Agriculture and Markets and is subject to MWBE goals and additional required documentation listed in Table of Contents.The Contractor shall provide all labor, supervision, materials, equipment, tools, utilities, transportation, services, and incidentals necessary to complete the Work as specified in the Technical Specifications and as shown on the Plans.
Pre-Bid Meeting will be held at 11 a.m. on April 7, 2026 at the Animal Shelter, 71 Schunnemuck Road, Highland Mills, NY 10930.
Bids will be publicly opened and read aloud at 2 p.m. on April 21, 2026, at the Town Hall, 615 Route 32, Highland Mills, NY 10930
The information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed at the Office of Pitingaro & Doetsch Consulting Engineers P.C., 20 Industrial Drive, Middletown, NY 10941 and may be obtained at Pitingaro & Doetsch Consulting Engineers P.C. upon a non-refundable payment of $55.00 per set in favor of Pitingaro & Doetsch Consulting Engineers P.C. If documents are requested by mail, provide your Federal Express/UPS number or add $25.00 per set. All checks shall be drawn payable to Pitingaro & Doetsch Consulting Engineers P.C. and mailed via first class mail to 20 Industrial Drive, Middletown, NY 10941 ----OR--- these documents may be sent electronically for $25.00 upon an email request to Linda Kump at lkump@panddengineers.com. 24 Hour Notice Required For Printed Copies.
Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least 5% of the amount of the Bid, payable to the Town of Woodbury as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.
OWNERS RIGHTS RESERVED
The Town of Woodbury hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.
STATEMENT OF NON-COLLUSION
Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Attention of bidders is particularly called to the requirements relating to conditions of employment to be observed and minimum wage rates to be paid under the contract, Segregated Facilities, Section 109, and Executive Order 11246. Bidders are also required to comply with the provisions of Sections 291-299 of the Executive Law of the State of New York and all other applicable laws and regulations.
The Town of Woodbury hereby notifies all bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
