Borough of Haddonfield Notice of Mount Laurel Third Round Compliance Hearing I/M/O the Application of Haddonfield Borough, County of Camden Docket No. CAM-L-2596-15 PUBLIC NOTICE PLEASE TAKE NOTICE that on October 27, 2025, at 9:30 A.M., and as may be continued thereafter, the Honorable Sherri L. Schweitzer, P.J.Ch. will conduct a Compliance Hearing (the "Hearing") in the matter known as In the Matter of the Application of Haddonfield Borough, County of Camden, bearing Docket No. CAM-L-2596-15 (the "Action") IN-PERSON at the Camden Superior Court, Hall of Justice, 101 South 5th Street, Camden, NJ 08103-4001. The purpose of this Hearing is for the Court to consider the entry of a Final Judgment of Compliance and Repose in favor of the Borough of Haddonfield ("Borough"), in light of the Borough's Amendment to the Third Round Housing Element and Fair Share Plan ("HEFSP") to include a site suitability analysis, Amended Redevelopment Plan, executed Redevelopment Agreement, executed Purchase and Sale Agreement, Affirmative Marketing Plan, implementing resolutions and ordinances, draft deed restrictions, and other supporting documentation submitted to the Court, all relative to the Borough's Bancroft Redevelopment Site ("Bancroft"). The Borough entered into an amended Settlement Agreement with Fair Share Housing Center on April 4, 2019, and into a Redeveloper's Agreement with Woodmont Haddonfield, LLC on May 1, 2025, thereby requiring a Compliance Hearing. Based upon the foregoing, the Court will determine whether or not the Borough's preliminary compliance mechanisms, as reflected in the amended settlement agreement, satisfy the Borough of Haddonfield's Prior Round (1987-1999) and Third Round (1999-2025) Mount Laurel ("Mount Laurel") obligations to provide its fair share affordable housing. The Borough's preliminary compliance mechanisms, as reflected in the terms of the amended settlement agreement, fully address the Borough's Prior Round and Third Round affordable housing obligation of its Rehabilitation Share of 11 units, Prior Round obligation of 192 units, and Third Round prospective need obligation of 320 units, adjusted to a combined Prior Round/Third Round Realistic Development Potential ("RDP") of 83 units and an unmet need of 429 units. The settlement agreement provides a detailed list of the Borough's total affordable housing obligation and all compliance mechanisms that demonstrate that the Borough is in compliance with those obligations. The Plan is on file with the Municipal Clerk. Copies of the Plan, implementing ordinances, and all other documents related to the Action may be viewed, or obtained at the requestor's expense, from the Municipal Clerk, Borough Hall, 242 Kings Highway East, Room 101, Haddonfield, NJ 08033, during normal business hours. Any interested party that seeks to appear at the Hearing and be heard on October 27, 2025, on the above issues shall have the opportunity to present their position to the Court.
