CITY OF KELLEY COUNCIL MEETING
Tuesday, November 11, 2025
The City of Kelley regular Council meeting was called to order at 7:00 pm by Mayor Jackie Sapp. Roll Call: Present: Kelly Netcott, Tim Salasek, Brendan Burtnett, Ben Adams and Alex Lundgren (by phone). Absent: None. Also present: Jaeda Davies – City Clerk; Gary Milam and Garret Davies - public works.
Motion was made by Burtnett, seconded by Netcott, to approve the consent agenda. Those items approved include the Agenda for November 11, 2025; minutes from October 14, 2025 meeting; claims for a total of $61,959.25 paid which includes payroll expenses. Motion approved with a vote of 4-0.

Story County Sherriff's office shared that they are closing the Deputy Hiring Pool in two weeks.
Burtnett & Lundgren updated council on the Personnel Committee meeting and how they are getting ready to establish a review process.
Motion was made by Adams and seconded by Lundgren to waive the 2nd reading and hold the 3rd reading of Ordinance 193: Amend Chapter 165 Zoning Regulations. Roll Call vote: Ayes: Lundgren, Burtnett, Adams, Salasek, and Netcott. Nays: None.
Motion was made by Adams and seconded by Burtnett to waive the 2nd reading and hold the 3rd reading of Ordinance 194: Adopting a Official Zoning Map. Roll Call vote: Ayes: Salasek, Netcott, Adams, Burtnett, and Lundgren. Nays: None.
Council tabled the Resolution #7 to next meeting.
Council tabled the discussion and approval of leasing and purchasing of a mower until next meeting.
Council discussed the alleyway issue.
Council discussed the option to add verbiage from our insurance for the usage of our facilities.
Council set a meeting date for the 5-year plan to November 25, 2025 @ 6:30pm.
Council discussed clerk hours.
Sapp updated us on the garbage issue and received a grant from Story County Community Foundation.
Netcott told council about being done in December.
Public works updated us on the snowplow being put on the truck.
Clerk updated us on the budget meeting she attended, as well as a retracement that was approved.
Motion was made by Burtnett and seconded by Adams to adjourn the meeting at 8:01pm. All Ayes.
