The City of Kelley regular Council meeting was called to order at 7:00 pm by Mayor Jackie Sapp. Roll Call: Present: Kelly Netcott, Tim Salasek, Brendan Burtnett, Ben Adams, and Alex Lundgren. Absent: None. Also present: Jaeda Davies – City Clerk; Gary Milam and Garret Davies - public works.
Motion was made by Adams, seconded by Lundgren, to approve the consent agenda. Those items approved include the Agenda for September 9, 2025; minutes from August 12, 2025 meeting; claims for a total of $48,040.27 paid which includes payroll expenses; Street Finance Report; and Review & Approval of Thirsty Pigs Class C Retail Alcohol License Application. Motion approved with a vote of 5-0.

Story County Sherriff's office shared that there are staffing changes that are occurring in the next couple of months.
Motion was made by Lundgren and seconded by Burtnett to approve switching insurance to Central Financial Group to have insurance coverage from ICAP start 10-1-25. All Ayes.
Motion was made by Salasek and seconded by Lundgren to hold the 1st reading of Ordinance 191: Establishing Stop and Yield intersections. Roll Call vote: Ayes: Lundgren, Burtnett, Adams, Salasek, and Netcott. Nays: none.
Motion was made by Adams and seconded by Lundgren to hold the 1st reading of Ordinance 192: Amend Chapter 92 (Water Rates). Roll Call vote: Ayes: Lundgren, Burtnett, Adams, Salasek, and Netcott. Nays: none.
Motion was made by Adams and seconded by Burtnett to approve Resolution #3: Contract for street work on Sunset & Greenview to Westgate. All Ayes.
Motion was made by Adams and seconded by Burtnett to approve Resolution #4: Contract for caping of well. All Ayes.
Council tabled the discussion of the possibility of getting security cameras.
Motion was made by Lundgren and seconded by Burtnett to approve the purchase of a used Diesel ¾ ton truck up to $35,000. All Ayes.
Council tabled the discussion of leasing of mower and side by side.
Motion was made by Adams and seconded by Burtnett to approve the P & Z Zoning Map. All Ayes.
Sapp updated council on the 150th celebration and what all was going on.
Public works updates us on the sewer pumps.
Clerk talked about upcoming trainings, City wide Garage Sale on October 11th and Trick or Treating October 30th.
Motion was made by Adams and seconded by Burtnett to adjourn the meeting at 9:10PM. All Ayes.
