CITY OF MONMOUTH, IL – LEAD SERVICE LINE REPLACEMENT CONGRESSIONAL PHASE
LEGAL NOTICE
City of Monmouth, IL (Owner) invites sealed Bids for Lead Service Line Replacement – Congressional Phase for locating service connections, inspecting and / or replacing approximately 50 lead or galvanized service lines, identifying and documenting service connection materials, including meeting federal notification requirements, distributing owner-purchased pitcher filters and filter cartridges; and all materials and equipment, construction, and services inherent to the Work. Service connections to be continuously investigated and / or replaced until approved EPA Community Grant funds have been expended. Substantial Completion: within 90 days. Final Completion: within 120 days.
Bidding is per the 30 ILCS 500 and 557 and any resulting Contract is subject to applicable provisions of the Illinois Compiled Statutes (ILCS) and municipal codes and ordinances.
Request electronic Bidding Documents (no cost): 12:00 p.m. local time on March 25, 2026, by email to MunicipalBids@woodardcurran.com with complete contact information & subject line "Monmouth IL - Lead Service Line Replacement – Congressional Phase". Official Bidding Documents will be available once registered. Documents from third parties are not considered official Bidding Documents.
Pre-Bid Conference: A virtual non-mandatory pre-Bid conference will be held at 10:00 a.m. local time on April 8, 2026; access instructions will be provided.
Receipt of Bids: until 11:00 am local time on April 28, 2026. Submit to: City of Monmouth IL, 100 E Broadway, Monmouth, IL 61462, Attn: Melissa Teel, with Bid security at 5% of total Bid.
Funding: through an EPA Community Grant and compliance with certain Federal provisions is required. The contents of the Bidding Documents do not necessarily reflect the views and policies of the Environmental Protection Agency, nor does the EPA endorse trade names or recommend the use of commercial products mentioned in the Bidding Documents. Anticipated Total Not to Exceed Price based on available funding under the EPA Community Grant Fund is $834,000.00.
