CITY OF POULSBO NOTICE OF APPLICATION and Optional DNS Project Name/No: Nora and Valeri Phase I Site Plan Review | P-05-26-26-01 Tax Parcels:142601-3-138-2008 (C-1/Downtown) and 142601-3-139-2007 (Residential High) Project Description: The proposed development consists of two four-story buildings on approximately 2.30 acres. Building A would provide 40 residential units and 1,377 square feet of ground-floor retail space, while Building B would include 44 multifamily residential units. The project includes structured and surface parking, site access and circulation improvements, pedestrian and bicycle facilities, frontage enhancements, landscaping, utility infrastructure, and resident amenities such as a landscaped plaza, roof deck, and pocket park. Permit Type: Type II, Administrative Review Public Comment: The public may comment on the application, and the comment period will remain open until 4:30pm on Friday, July 10, 2026. Environmental Review: The City of Poulsbo has reviewed the proposed project for probable adverse environmental impacts and expects to issue a mitigated determination of nonsignificance (MDNS) for the project. The optional DNS process is being used as authorized by WAC 197-11-355 and Poulsbo Municipal Code 16.04.115. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. This may be the only opportunity to comment on the environmental impacts of the proposal. Comments must be submitted to the PED Department by the date indicated below. The public may comment on environmental related aspects of the above-described proposal, and the comment period will remain open until 4:30pm on Friday, July 10, 2026.
