
CITY OF SANTA PAULA NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a public hearing will be held, as provided by law, before the Santa Paula Planning Commission on TUESDAY, NOVEMBER 25, 2025 AT 6:00 P.M., or as soon thereafter as possible, in the Santa Paula City Council Chambers at 970 Ventura Street, regarding the proposed project as stated below:
PROJECT NO. 2025-DA-01: Consideration of approval of Planning Commission Resolution No. 3876, recommending that the City Council adopt an ordinance approving proposed Amendment No. 4 to the First Amended and Restated Development Agreement between the City of Santa Paula (City) and Limoneira Lewis Community Builders, LLC (LLCB), and finding the project requires no further environmental review because the project was previously considered in the East Area 1 Final Environmental Impact Report and Addenda thereto. Of the key terms, the Amendment would modify Santa Paula Street improvement obligations to better coincide with citywide infrastructure projects, provide that City and LLCB enter an amendment to Community Facilities District No. 1 to fund maintenance costs for the Sports Park and other city services on a long-term basis, establish maintenance standards for the Sports Park, establish a framework for expedited plan check and permitting to facilitate project buildout, and clarify cost recovery for public facilities constructed by LLCB.

Any person or organization desiring to be heard will be given an opportunity to do so. Individuals who wish to submit comments prior to the hearing may contact the Planning Division at plan@spcity.org. The proposed project's documents are available in the Planning Division office at 200 South 10th Street. Note that any appeal of a decision made following a public hearing may be limited to the issues raised by evidence submitted before or during that public hearing.
