NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Soledad will hold a meeting at 248 Main Street, Soledad, CA, to introduce Ordinance No. 777 on March 18, 2026 and a public hearing to consider adoption of Ordinance No. 777 on April 1, 2026 at 6pm to consider the following matter:
Ordinance No. 777- Waiver of reading, Introduction and Read by Title Only Ordinance No. 777, An Ordinance of the City Council of the City of Soledad Amending Chapter 17.38.260 – Secondary Residential Units of Title 17- Zoning of the Soledad Municipal Code to Incorporate New Regulations Pertaining to State Law and Implementation to the Soledad 6th Cycle Housing Element to the City of Soledad
The City is finalizing its 6th Cycle Housing Element through a REAP 2.0 grant, which supports the implementation of planning requirements to ensure consistency with the Soledad Housing Element. The proposed amendments includes the last phase of the zoning amendments. Ordinance No. 777 would amend Chapter 17.38.260 (Second Residential Units) to comply with current State law and rename the chapter Accessory Dwelling Units. This ordinance was reccomended for approval from the Planning Commission in November 20, 2025 to the City Council. City Council first reviwed the ordianance in December 17, 2025 but due to a public comment letter provided by CalHDF, staff had to make amednments to the ordinance in response to the public comments received. The overall purpose of these amendments is to align the City's zoning regulations with State housing legislation and ensure full consistency with the Soledad 6th Cycle Housing Element.
Pursuant to the California Environmental Quality Act (CEQA), the proposed zoning text amendments are consistent with the environmental analysis conducted for the City of Soledad 6th Cycle Housing Element, which was evaluated under an Addendum to the certified General Plan Environmental Impact Report (EIR). The amendments do not result in new significant environmental effects or a substantial increase in the severity of previously identified impacts. Therefore, no additional environmental review is required under CEQA Guidelines Sections 15162 and 15164.
Members of the public are invited to attend the hearing and provide comments in person or electronically to the City Clerk.
