NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Soledad will conduct a Public Hearing on June 17, 2026, at 6 pm in the Council Chambers at 248 Main Street, Soledad, California, 93960, to consider the following item:
Resolution No. 6375, A Resolution of the City Council of the City of Soledad Certifying an Environmental Impact Report, Adopt CEQA Findings and a Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program for the Proposed Almond Acres Project, and consider Introduction, Waiver of Reading and Read by Title Only, Ordinance No. 781, An Ordinance of the City Council of the City of Soledad Announcing Findings and Approving Planned Unit Development (PUD-24002) and Vesting Tentative Subdivision Map (TM-24003) for a 12.48-Acre Subdivision Located on the West Side of Orchard Lane and Cedar Lane (APN 022-281-005) in the R-1 (Single-Family Density Residential) Zoning District
On June 16, 2024, Nino Homes ("Developer") submitted an application for a 67-unit residential project adjacent to the existing Almond Acres Mobile Home Park on Orchard Lane. The project includes 55 single-family homes and 12 affordable multifamily units, while the existing mobile home park will remain. The project includes a Planned Development (PUD) to accommodate the proposed 12-unit affordable multi-family housing component. The project includes 47 single-family lots of 4,250 square feet or less and 8 larger lots ranging from 4,500 to 7,358 square feet. This variation in lot sizes is permitted through the PUD process, which allows flexibility from standard development requirements. An Initial Study was prepared for the proposed project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15063, which concluded that the project could have potentially significant environmental impacts related to vehicle miles traveled (VMT). In accordance with CEQA Guidelines Sections 15121 and 15126, a focused Environmental Impact Report (EIR) was prepared to analyze these impacts in greater detail and evaluate feasible mitigation measures and alternatives. Although mitigation has been incorporated where feasible, impacts to VMT may remain significant and unavoidable. Therefore, pursuant to CEQA Guidelines Section 15093, a Statement of Overriding Considerations was prepared. During a Special Planning Commission meeting on June 1, 2026, the Planning Commission recommended approval of the environmental analysis and associated documents, as well as the project entitlements. The City Council will now host a Public Hearing on June 17, 2026, to consider approval of Resolution No. 6375 and Ordinance No. 781. Upon formal consideration of the Council, a second public hearing will be conducted on July 1, 2026, to consider final adoption of Resolution No. 6375 and Ordinance No. 781. The agenda for this meeting will be posted in accordance with the requirements of the Brown Act and available on the City of Soledad's website. Members of the public may provide comments on this item in person during the hearing when the item is called. Written comments may also be submitted by emailing dnoriega@cityofsoledad.gov or delivering them to City Hall. To ensure timely distribution to the decision-making body, written comments are requested by 2:00 p.m. on the day of the hearing. Please note that if at some later date you wish to challenge the final action on these items in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice or in written correspondence at or before the public hearing.
