Tuesday, July 15, 2025, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Shelenske called the regular Common Council meeting to order at 7:00 PM. 7 Alderpersons were present (Excused: Olechowski).
The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:02 p.m. and closed at 7:02 p.m.
MOTION by Briesemeister/Maass to adopt the following items in the consent agenda: a) Approval of minutes from the June 17, 2025, Common Council meeting; b) Approval of the Schedule of Vouchers in the amount of $1,104,050.93; c) Accept the resignation of Treasurer Clerk Kelly Kaliszewski, effective July 3, 2025; d) Accept the retirement letter of Police Officer Steve Hesse, effective July 12, 2025; e) Accept the retirement notice of Library Building Service Helper Jody Johnson, effective August 1, 2025; and f) Accept the retirement letter of Equipment Operator Jim Ciesielczyk, effective August 8, 2025. Motion carried 7-0.
Council President Briesemeister announced a reminder that the Tuesday, August 19, 2025, Common Council meeting is cancelled due to holidays, events, and vacations, and that August 19, 2025, will be South Milwaukee Night at the Milwaukee Milkmen game.
MOTION by Briesemeister/Maass to approve the placement of Steven Braatz at Step 8 of Pay Grade L for the position of City Clerk. Motion carried 7-0.
MOTION by Pieper/Bukowski to hold the 2025-2026 "Class B" Beer and Alcohol (on-premise consumption) license application from PPCC LLC, Guriqbal Sra, Agent, for 305 N. Chicago Avenue for the 2025-2026 license year. Motion carried 7-0.
MOTION by Briesemeister/Backes to accept the donation of the historic American LaFrance Ladder Truck originally purchased by the City of South Milwaukee in 1939, with funding not to exceed $1,500 for shipping costs, to be provided from the Bucyrus Foundation grant. Motion carried 7-0.
MOTION by Briesemeister/Maass to approve the pedestrian crosswalk mural on 11th Avenue at Milwaukee Avenue in an amount up to $1,500 and up to an additional $1,000 for a nongraphic colored design approved by staff on Milwaukee Avenue at 11th Avenue, with funding provided from the Bucyrus Foundation funds. Motion carried 7-0.
Presentation by Savage Solutions on the South Milwaukee Sam campaign and the Samtember Fest event that will be held on September 27, 2025.
Presentation by representatives from UW-Whitewater Enactus on the RenewTowns storefront business pitch competition for downtown revitalization.
MOTION by Briesemeister/Maass to authorize the proper city officials to work with UW-Whitewater Enactus on the RenewTowns storefront business pitch competition for downtown revitalization with a funding request to come back to a future Common Council meeting. Motion carried 6-1 (Bartoshevich voted no).
MOTION by Briesemeister/Maass to suspend the rules to allow for giving the first, second, and third readings on an ordinance to amend Chapter 21: Property Maintenance Code. Motion carried 7-0.
MOTION by Briesemeister/Maass to adopt Ordinance No. 2282 to amend Municipal Code Chapter 21, Property Maintenance Code, give the ordinance its first, second, and third readings, and publish a summary in the official newspaper as required by law. Motion carried 7-0.
MOTION by Briesemeister/Maass to enter closed session at 8:14 p.m. pursuant to Wis. Stats. § 19.85(1)(c) and (e) for the purpose of considering employment, promotion, compensation or performance evaluation data of public employees over which the governmental body has jurisdiction or exercises responsibility and deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss labor negotiations with the South Milwaukee Professional Police Association and South Milwaukee Firefighters Protective Association and to discuss a potential agreement with Milwaukee County and Scott Crawford, Inc. regarding the construction of a new senior citizen center. Motion carried 7-0.
Upon reentering open session at 8:40 p.m., MOTION by Briesemeister/Maas to approve a 2026-2028 labor agreement with the South Milwaukee Professional Police Association. Motion carried 7-0.
MOTION by Pieper/Clark to adjourn the meeting at 8:41 p.m. Motion carried 7-0.

The public hearing for Municipal Code Chapter 15 Zoning pertaining to fence heights, vision clearance, and
temporary signage was opened at 7:05 p.m. and closed at 7:05 p.m.
MOTION by Briesemeister/Maass to adopt the following items in the consent agenda: a) Approval of minutes from the July 15, 2025, Common Council meeting, b) Approval of Financial Reports for the various funds for the period ending June 30, 2025, and c) Approval of the Schedule of Vouchers in the amount of $1,570,944.88. Motion carried 7-0.

MOTION by Olechowski/Backes to approve the 2025-2026 Operator's license application for Anthony P. Iwinski. Motion carried 6-0.
MOTION by Backes/Olechowski to authorize the proper city officials to execute an agreement with We Energies to replace the street lighting on Drexel Boulevard between 15th Avenue and Nicholson Avenue. Motion carried 6-0.
MOTION by Backes/Olechowski to adopt a resolution to authorize the transfer of capital equipment funds for the replacement of street lighting on Drexel Boulevard. Motion carried 6-0.
MOTION by Briesemeister/Maass to suspend the rules to allow for giving the first, second, and third readings on an ordinance to amend Chapter 15 of the Zoning Code for fences, vision triangle, and signage and amend Chapter 12 Section 17 relating to Signs on Public Ways. Motion carried 6-0.
MOTION by Briesemeister/Maass to adopt an ordinance amending Chapter 15 Zoning Code regarding fences, vision triangles and signs, and Chapter 12 Section 17 relating to Signs on Public Ways, and give the ordinance its first, second, and third readings and publish a summary in the official newspaper as required by law. Motion carried 6-0.
MOTION by Briesemeister/Olechowski to adopt a resolution opposing freeway removal alternative of I-794 Lake Interchange study. Motion carried 4-2 (Maas and Backes voted no).
MOTION by Briesemeister/Maass to approve the recommendation from the Library Study Review Committee to pursue an operational referendum to optimize staffing and hours at the South Milwaukee Public Library, and to direct City staff to prepare a request for proposals for a consultant to assist with executing a referendum. Motion carried 6-0.
MOTION by Briesemeister/Maass to authorize the proper city officials to enter into an agreement with UW-Whitewater Enactus, subject to revisions and approval from the City Attorney, for the RenewTowns Pitch Competition for downtown revitalization in an amount not to exceed $85,000, with funding through the Bucyrus Foundation Grant with the potential for additional match funding through the Bucyrus Storefront Activation Grant and Façade Grant. Motion carried 5-1 (Pieper voted no).
MOTION by Briesemeister/Maass to enter closed session at 7:57 p.m. pursuant to Wis. Stats. § 19.85 (1)(c) and (e) for the purpose of discussing labor negotiations with the South Milwaukee Firefighters Protective Association, a requested extension for the development agreement between the City of South Milwaukee and AK Development for the Canal Transit Lofts project at 2318 10th Avenue in Tax Increment District No. 5, a development opportunity in Tax Increment District No. 3, and to discuss a potential agreement with Milwaukee County and Scott Crawford, Inc. regarding the construction of a new senior center. Motion carried 6-0.

MOTION by Briesemeister/Maass to authorize the proper City officials to negotiate an updated development agreement with AK Development LLC for the Canal Transit Lofts project at 2318 10th Avenue in Tax Increment District No. 5, with the final version being brought back to the Common Council for approval. Motion carried 6-0.
City Clerk, Steven A. Braatz, Jr. was sworn in as City Clerk.
MOTION by Backes/Maass to adjourn the meeting at 8:54 p.m. Motion carried 6-0.
