CITY OF SOUTH MILWAUKEE COMMON COUNCIL MEETING

Tuesday, September 2, 2025, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Shelenske called the regular Common Council meeting to order at 7:03 PM. 8 Alderpersons were present.
The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:03 p.m. and closed at 7:07 p.m.
MOTION by Briesemeister/Maass to adopt the following items in the consent agenda: a) Approval of minutes from the August 5, 2025, Common Council meeting, b) Approval of Financial Reports for the various funds for the period ending July 31, 2025, c) Accept the resignation letter of Public Health Nurse Michelle Benz effective August 13, 2025, and d) Re-elections of David Bernovich and Richard Blaha as members of the Water/Wastewater Commission, terms expiring September 30, 2030. Motion carried 8-0.
MOTION by Olechowski/Backes to approve an application for a Temporary Class "B" Beer and "Class B" Wine license by Divine Mercy Parish for the Divine Mercy Fall Fest event located at 695 College Avenue on September 13, 2025, from 1:00 p.m. to 7:00 p.m. Motion carried 8-0.
MOTION by Olechowski/Backes to approve an application for a Temporary Class "B" Beer and "Class B" Wine license by Growing South Milwaukee for the Flipside Festival of the Arts event located at Bucyrus Commons, 1028 Madison Avenue on September 6, 2025, from 11:00 a.m. to 9:00 p.m. Motion carried 8-0.
MOTION by Olechowski/Backes to approve an application for temporary extension of licensed premises by Jen Corp, d/b/a Tracker's Pub & Grub, 1401 Rawson Avenue, for an event on September 13, 2025. Motion carried 8-0.
MOTION by Olechowski/Backes to approve an application for a Secondhand Article Dealer license by ecoATM, LLC for the property located at 222 N. Chicago Avenue for the period ending December 31, 2025. Motion carried 8-0.
MOTION by Backes/Olechowski to suspend the rules to allow for giving the first, second, and third readings on an ordinance and adopt an ordinance to amend Sec. §28.03 of the Municipal Code increasing bus stop clearance requirements from 40 feet to 80 feet per Milwaukee County Transit System guidelines. The motion included an amendment to include "where feasible" in the verbiage. Motion carried 7-1 (Pieper voted no).
MOTION by Backes/Clark to adopt the Stop Sign Policy. Motion carried 8-0.
MOTION by Backes/Maass to adopt a resolution amending the Stop Sign and Yield Sign Master Map to establish a two-way stop control at the intersection of Montana Avenue and 3rd Avenue. Motion carried 8-0.
No action taken to adopt the South Milwaukee Municipal Safety Action Plan.
The resolution formalizing the city of South Milwaukee's commitment to Vision Zero principles was held in Committee.
MOTION by Backes/Bukowski to authorize staff to purchase two additional garbage cans for the downtown area. Motion carried 8-0.
MOTION by Briesemeister/Maass to ratify a municipal disaster declaration regarding the rainfall and subsequent flooding on August 9 and 10, 2025. Motion carried 8-0.
MOTION by Backes/Olechowski to adopt an ordinance to amend §4.17 of the municipal code to reflect staffing changes in relation to emergency management. Motion carried 8-0.
MOTION by Briesemeister/Maass to enter closed session at 8:36 p.m. pursuant to Wis. Stats. § 19.85(1)(e) for the purpose of discussing strategy for the potential sale and a development agreement for 1000 Milwaukee Avenue in Tax Increment District No. 5. Motion carried 8-0.
Upon reentering open session at 8:52 p.m., MOTION by Briesemeister/Maass to authorize staff to negotiate a development agreement with the owners of Melt Chocolates for sale and development of 1000 Milwaukee Avenue in Tax Increment District No. 5. Motion carried 8-0
No action taken regarding a Bucyrus Foundation grant for Trackers Pub & Grub at 1401 Rawson Avenue due to the road construction near the business.
MOTION by Backes/Briesemeister to adjourn the meeting at 9:12 p.m. Motion carried 8-0.
