The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:02 p.m. and closed at 7:02 p.m.
MOTION by Briesemeister/Maass to adopt the following items in the consent agenda: a) Approval of minutes from the September 2, 2025, Common Council meeting, b) Approval of the Schedule of Vouchers for the period August 1-31, 2025 in the amount of $4,998,741.55, c) Approval of Financial Reports for the various funds for the period ending August 31, 2025, d) Approval of Financial Reports for the various funds for the period ending December 31, 2024, following final audit, and eReceive and place on file a letter summarizing the 2024 Tax Roll collections. Motion carried 6-0.
MOTION by Bukowski/Clark to receive and place on file the 2024 Financial Statements and Supplementary Information. Motion carried 6-0.
MOTION by Backes/Olechowski to suspend the rules to allow for giving the first, second, and third readings on ordinances.
MOTION by Backes/Olechowski to adopt an ordinance to amend Sec. §28.03 of the Municipal Code increasing bus stop clearance requirements from 40 feet to 80 feet per Milwaukee County Transit System guidelines. Motion carried 6-0.
MOTION by Bukowski/Briesemeister to accept the proposal by Visionary Light Shows, LLC to purchase a Christmas pixel megatree for display at the Bucyrus Commons with funding provided from the revolving funds. Motion failed 0-6.
MOTION by Bukowski/Clark to accept the proposal by Visionary Light Shows, LLC to purchase a Christmas pixel megatree for display at the Bucyrus Commons with funding provided from the Bucyrus Foundation funds, and to direct staff to draft an amendment to the Bucyrus Foundation funds usage policy to include maintenance and repairs at the Bucyrus Commons. Motion carried 6-0.
Police Chief Jessup presented a Citizen Award to Ald Briesemeister for assistance leading to an arrest on July 29, 2025.
MOTION by Briesemeister/Maass to authorize the proper city officials to engage a firm for the development of a grocery market analysis report in order to attract a new occupant at 2901 S. Chicago Avenue. Motion carried 6-0.
Briesemeister reminded everyone that SAMtember Fest is being held at the Bucyrus Commons from 3:00 p.m. to 7:00 p.m. on September 27, 2025.
Administrator Brever and Assistant Administrator Crosby gave a presentation regarding the US Bank Purchasing Card Rebate Program.
MOTION by Backes/Olechowski to adjourn the meeting at 8:06 p.m. Motion carried 6-0.
