CITY OF SOUTH MILWAUKEE COMMON COUNCIL MEETING

Wednesday, February 18, 2026, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Jim Shelenske called the Common Council meeting to order at 7:00 PM. 6 Alderpersons were present.
The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:02 p.m. and closed at 7:05 p.m.
MOTION by Briesemeister/Maass to adopt the following items in the consent agenda: a) Approval of minutes from the February 3, 2026 Common Council regular meeting, b) Acceptance of letter of resignation by Library Assistant Katie Lederhaus, effective February 28, 2026, and c) Approval of the Schedule of Vouchers for the period January 1-31, 2026 in the amount of $15,794,664.62. Motion carried 6-0.
MOTION by Briesemeister/Maass to suspend the rules to allow for giving the first, second, and third readings on an ordinance to amend Salary Ordinance No. 2294 to fix and establish the wages paid to Special Voting Deputies. Upon roll call, motion carried 6-0.
MOTION by Briesemeister/Maass to adopt an ordinance to amend Salary Ordinance no. 2294 to fix and establish the wages paid to Special Voting Deputies, and give the ordinance its first, second, and third readings and publish a summary in the official newspaper as required by law. Motion carried 6-0.
MOTION by Olechowski/Maass to approve an application for Class "B" Beer and "Class B" Liquor License by Premier Pickleball Club and Complex, LLC dba Premier Pickleball Club and Complex, 305 N Chicago Avenue, Guriqbal Sra – Agent, for the period ending June 30, 2026. Motion carried 6-0.
MOTION by Maass/Olechowski to approve the purchase of 400 tipper carts from Cascade Cart Solutions in the amount of $19,316.00, with funding from Fund 340 Reserve Tipper Carts, account number 340-00000-53216. Motion carried 6-0.
Removed from the agenda was the discussion/possible motion to award the contract for Phase 5 Lead Service Line Replacement project to Five Star Energy Services in an amount not to exceed $2,679,100 with proceeds from the Wisconsin DNR Safe Drinking Water Fund Loan Program.
MOTION by Maass/Briesemeister moved to award the contract for the Phase 6 Lead Service Line Replacement project to MRJ, dba Joski Sewer in an amount not to exceed $1,794,250 with proceeds from the Wisconsin DNR Safe Drinking Water Fund Loan Program. Upon roll call, motion carried 6-0.
MOTION by Briesemeister/Maass moved to enter into closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business, whenever competitive bargaining reasons require a closed session, specifically to discuss the potential purchase of 2931 S. Chicago Avenue and a potential lease agreement with Piggly Wiggly Midwest to open a grocery store business at 2931 S. Chicago Avenue located in Tax Increment District No. 3. Upon roll call, motion carried 6-0.
MOTION by Briesemeister/Bartoshevich moved to return to open session and take any necessary action on closed session items. Upon roll call, motion carried 6-0.
MOTION by Briesemeister/Maass moved to adjourn the meeting at 7:28 p.m. Motion carried 6-0.
