CITY OF SOUTH MILWAUKEE COMMON COUNCIL MEETING

Tuesday, May 19, 2026, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Brett Briesemeister called the Common Council meeting to order at 7:00 PM. 8 Alderpersons were present.
The meeting was prefaced with the Pledge of Allegiance.
City Clerk Braatz administered the Oath of Office to newly appointed District 1 Alderperson Eric Euteneier.
Citizen comment period was opened at 7:04 p.m. and closed at 7:05 p.m.
Mayor Briesemeister presented a proclamation for National Police Week May 10-16, 2026.
Police Chief Jessup, Captain Milow, and Captain Fournier presented the annual Police Department awards.
MOTION by Bukowski/Clark to adopt the following items in the consent agenda:
a) Approval of minutes from the May 5, 2026 Common Council regular meeting and the May 4 and May 6, 2026 Common Council special meeting.
b) Approval of Temporary Class "B" Beer license by South Milwaukee Downtown Market for the South Milwaukee Downtown Market event located at 11th and Madison Avenues on various dates in May-September 2026(actual dates listed on application) from 3:00 p.m. to 7:00 p.m.
c) Approval of a renewal application for a Secondhand Article Dealer license by Nellie's Dream Cache for the property located at 924 Milwaukee Ave for the period ending December 31, 2026.
d) Approval of the Schedule of Vouchers for the period April 1-30, 2026 in the amount of $2,234,597.32.
e) Approval of Financial Reports for the various funds for the period ending March 31, 2026.
Motion carried 8-0.
MOTION by Maass/Olechowski to approve a request by Water/Wastewater Superintendent to purchase a Generac emergency generator from Staff Electric in an amount not to exceed $80,000. Motion carried 8-0.
Discussion/possible motion to adopt an ordinance amending section §18.16 of the South Milwaukee Municipal Code related to private sanitary sewer lateral ownership and abandonment was removed from the agenda as it is still in Committee.
MOTION by Bukowski/Pieper to convene into closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business, whenever competitive bargaining reasons require a closed session, specifically to discuss the potential purchase of 2931 S. Chicago Avenue and a potential lease agreement with Piggly Wiggly Midwest to open a grocery store business at 2931 S. Chicago Avenue located in Tax Increment District No. 3. Upon roll call, motion carried 8-0.
MOTION by Bukowski/Maass to return to open session and take any necessary action on closed session items. Upon roll call, motion carried 8-0.
No action taken on the potential purchase of 2931 S. Chicago Avenue and a potential lease agreement with Piggly Wiggly Midwest to open a grocery store business at 2931 S. Chicago Avenue located in Tax Increment District No. 3. Mayor Briesemeister announced that there will be a special Common Council meeting on May 26, 2026 at 6:00 p.m.
MOTION by Backes/Olechowski to adjourn the meeting at 7:47 p.m. Motion carried 8-0.
