NOTICE INVITING PROPOSALS
ON-CALL CV LINK & CVCC MAINTENANCE & REPAIR SERVICES
.PUBLIC NOTICE IS HEREBY GIVEN that proposals will be received by the Coachella Valley Association of Governments ("CVAG"). CVAG invites proposals for the above stated services and will receive such proposals only by email no later than 2:00 p.m. PDT on Friday, July 31, 2026. Proposals received after this date will be rejected. Proposals shall be submitted to procurement@cvag.org.
CVAG is a joint powers authority (JPA) formed in 1973 with the purpose of coordinating and improving the planning and delivery of governmental responsibilities common to all member entities within the local region. CVAG consists of representatives of 10 cities, one county, and four Native American tribes.
The Coachella Valley Conservation Commission ("CVCC") is a JPA formed in 2005 with the purpose of preparing and implementing habitat conservation plans for the protection of rare, threatened and endangered species, and to acquire, own, maintain and operate habitat reserves for such species in connection with said habitat conservation plans.
CVAG and CVCC are seeking the services of qualified and licensed contractors to provide Contractual Services on an on-call basis, or emergency basis, or a combination thereof to perform a variety of maintenance and repair services for earthwork, concrete, plumbing, electrical, solar, fencing, HVAC, buildings, wells, doors, gates, and fencing components of the CV Link and/or CVCC-owned property.
This RFP will likely result in multiple contracts being awarded by either CVAG or CVCC. Contracts may include on-call or emergency services, or a combination of thereof, depending on the contract.
The CV Link is a revolutionary new concept in active and alternative transportation that provides access for pedestrians, bicyclists, and low-speed electric vehicles (including golf carts) on approximately 40 miles of dual pathway along flood channels such as the Whitewater Channel throughout the Coachella Valley and Tahquitz Creek in Palm Springs. The path includes segments in North Palm Springs and South Palm Springs, Cathedral City, Palm Desert, La Quinta, Indio, and Coachella, and it includes on-street segments in Palm Springs and Palm Desert. CV Link is designed to enable healthier lifestyles, spur economic innovation, and make the Coachella Valley a more sustainable and appealing place to live, work and play for many generations of residents and visitors.
The CV Link presently includes the following quantities of infrastructure that may require on-call earthwork, plumbing, signage, electrical, or solar contractual services:
Cable Railing Fencing – 3,681 LF
Column Lights with Solar Panel, Battery, and Lighting – 178 each
Interpretative Kiosk Signs – 14 each
Large Identity Signs – 4 each
Map Kiosk Signs – 26 each
Regulatory Signs – 350 each
Shade Structures with Solar Panels, Batteries, and Underlighting – 38 each
Small Identity Signs – 47 each
Solar LED Path Lights – 8,077 each
Water Hydration Stations – 13 each
Wayfinding Signs – 115 each
Where it is located along a flood control channel, CVAG is responsible for maintaining the outer bank (the dry side) of the flood control levee, including restoring embankment erosion following weather events. CVAG is also exploring additional lighting elements where the CV Link crosses under existing roadway bridges. If installed, the bridge underlighting may require on-call maintenance and repair services through this contract. In addition, CVAG may require concrete maintenance repair services to keep the CV Link accessible and safe. Furthermore, CVAG may also require earthwork services for such issues as restoring embankments following rain events.
CVCC is responsible for maintaining and advancing the Coachella Valley Multiple Species Habitat Conservation Plan, a shared regional vision over 200,000 acres for balanced growth to conserve Coachella Valley's natural resources while also building a strong economy vital to our future. As a result, CVCC directly owns, manages and monitors approximately 28,440 acres of conservation land throughout the Coachella Valley. CVCC currently has several miles of existing post and cable fencing, boulders, k-rails, signage and gates on CVCC lands, including the La Quinta Peninsular bighorn sheep fence, and a 2-mile, 8 to 10-foot-tall chain link fence with 40 gates intended to keep wildlife off of the PGA West golf course. CVCC also owns and operates North Shore Ranch in Mecca, consisting of several hundred acres with existing infrastructure that require the services of various contractors, including but not limited to, electricians, plumbers, garage and gate services, well and pump services, HVAC, and pest control. Infrastructure includes two residential houses, outbuildings, a workshop/garage, shed, and multiple wells and water delivery systems. The property was a previous duck club and has multiple large ponds and water infrastructure which may also require removal, reconstruction, or larger earth moving equipment needs. CVCC requires, from time to time, contractual services to maintain assets on these conservation lands including, but not limited to, infrastructure improvements and maintenance at North Shore Ranch, fence and signage installation and repair/replacement, and other services. In the past, CVCC has contracted fencing/signage installation and repairs, boulder installation, towing services, and hazardous waste removal from conservation lands.
Proposers shall have staff who are knowledgeable in outdoor and indoor plumbing, electrical, earthwork, concrete, solar, HVAC, manufactured housing, well drilling, doors, gates, and activating devices, and fencing infrastructure; the WATCH Manual for construction traffic control; and communicating with the public.
CVAG and CVCC require that on-call services will need to be performed in the field at locations along the CV Link and on CVCC reserves accessible by road, as well as the North Shore Ranch property.
CVAG and CVCC require that all firms obtain the full content of this Request for Proposals (RFP) and any addenda via CVAG's website located at www.cvag.org/proposals. CVAG is responsible for providing staff and administrative services to CVCC, so proposals will be governed through procurement by CVAG staff and procedures.
This solicitation may result in a single award or multiple awards, at the sole discretion of CVAG and CVCC, based on Proposer qualifications, expertise, capacity, and the CVAG/CVCC's evolving needs.
All questions must be put in writing and must be emailed to the attention of Allen McMillen at procurement@cvag.org and received by CVAG on July 17, 2026, up to the hour of 2:00 p.m. PDT. Please note that all addenda will be published on the CVAG website. Proposers are encouraged to check the CVAG website regularly since each Proposer will be responsible for downloading the RFP and any addenda. Proposers that have provided contact information will receive notification of any addenda.
Certain labor categories under this project may be subject to prevailing wages as identified in the State of California Labor Code commencing at Sections 1720 et seq. and 1770 et seq. If applicable, employees working in these categories at the site must be paid not less than the basic hourly rates of pay and fringe benefits established by the California Department of Industrial Relations. Copies of the State of California wage schedules are available for review at www.dir.ca.gov/dlsr/. In addition, a copy of the prevailing rate of per diem wages will be made available upon request. The successful Proposer shall post a copy of the prevailing wage rates at each job site. It shall be mandatory upon the Proposer to whom the contract is awarded, and upon any subcontractors, to comply with all Labor Code provisions, which include but are not limited to the payment of not less than the said specified prevailing wage rates to all workers employed by them in the execution of the contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors.
Pursuant to Labor Code Sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations ("DIR"). No proposal will be accepted, nor will any contract be entered into without proof of the Proposer's and subcontractors' current registration with the DIR to perform public work. If awarded a contract, the Proposer and its subcontractors, of any tier, shall maintain active registration with the DIR for the duration of the project. Notwithstanding the foregoing, the contractor registration requirements mandated by Labor Code Sections 1725.5 and 1771.1 shall not apply to work performed on a public works project that is exempt pursuant to the small project exemption specified in Labor Code Sections 1725.5 and 1771.1. The contract awarded pursuant to this proposal may also be subject to compliance monitoring and enforcement by the DIR.
CVAG reserves the right to conduct interviews to better evaluate Proposers. If interviews are conducted, CVAG will notify the short-listed Proposers of the date, time and location.
The award of any contract resulting from this RFP is subject to the available budget adequate to carry out the provisions of the proposed agreement including the identified scope of services. CVAG reserves the right to reject any or all proposals determined not to be in the best interest of CVAG.
