COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF INTENT TO ISSUE Air Quality Title V Operating Permit TV-04-00059 In accordance with 25 Pa. Code§§ 127.424, 127.425, and 127.521, the Department is providing notice that it intends to issue a renewal Title V Operating Permit (TVOP) to authorize Tenaris Koppel to operate its Koppel Plant located in
Koppel and Big Beaver Boroughs at 6403 6th Ave., Koppel, PA 16136 in Beaver County. Air contamination sources at this facility includes an electric arc furnace with associated charging, tapping, and ladle refining system activities controlled by a baghouse, an austentizing & temper furnaces, a test forge oven, tundish heaters & dryers, ladle dryer & preheaters, torch cutting operations, lime and alloy unloading station, two emergency generator engines, two lime handling & a carbon silos, an acid etch bath, four billet torches, a UV coater & dryer, roadway fugitive emissions, a cooling tower, and various small heaters & natural gas combustion sources. Potential emissions for the facility based on annual facility-wide steel production of 598,000 tons are calculated as follows: 1,395.06 tons/yr of CO, 223.96 tons/yr of NOx, 46.20 tons/yr of PM<10 Microns, 149.89 tons/yr of SO2, 107.98 tons/yr of Volatile Organic Compounds, 14.38 tons/yr of total Hazardous Air Pollutants, & 149,061.39 tons/yr of Greenhouse Gases as carbon dioxide equivalents. The emission restrictions and testing, monitoring, record keeping, reporting, and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60,61,63,&70, and 25 Pa. Code Article III, Ch.121-145. All pertinent documents are available for public review between 8a-4p at the PaDEP, SWRO, 400 Waterfront Dr, Pittsburgh, PA 15222. Any person may submit comments, a request for the Dept. to hold a public hearing, or a protest to the proposed operating permit or a condition thereof by submitting the information to Nick Waryanka, Air Quality Engineer, at the SWRO. A 30-day comment period from the date of publication of this notice will exist for the submission of comments. Each written comment must contain the following information: 1.The name, address and telephone number of the person submitting the comments. 2.Identification of the proposed permit (TV-04-00059). 3.Concise statements regarding the relevancy of the info. in the proposed permit or objections to issuance of the permit. A public hearing may be held in accordance with 25 Pa. Code §127.429, if the Dept., in its discretion, decides that such a hearing is warranted based on the info. received. If a public hearing is held, all persons who have properly filed a protest under 25 Pa. Code §127.426 may appear & give testimony. The applicant, the protestant, & other participants will be notified of the decision to hold a hearing (the time, place and purpose of such hearing) by publication in the newspaper, by the Pa. Bulletin, or by phone, where the Dept. determines such notification by phone is sufficient.
