INVITATION FOR BIDS
Sealed bids, subject to the conditions contained herein, will be received until 10:30 am Local Time, July 23, 2026, and then publicly opened and read aloud in the City of Freeport Main Conference Room, 314 W. Stephenson Freeport, IL 61032 for furnishing all labor, materials and equipment and performing all work for Construct Terminal Building Interior Buildout at the FREEPORT ALBERTUS AIRPORT.

Bid Documents Available:
Instruction to Bidders, form of proposals, form of agreement, specifications, and wage rate will be available on June 25, 2026 and may be obtained from BHFX Digital Imaging (by visiting http://www.bhfxplanroom.com) upon payment of a non-refundable printing fee and registration through BHFX.
Site visits can be coordinated with Airport Manager Jeff Modica of the FREEPORT ALBERTUS AIRPORT 815-232-1078. Contract and technical questions shall be directed to Doug Klonowski (Contract/Civil) of Crawford, Murphy and Tilly, at dklonowski@cmtengr.com.
Contract Work Items. The work to be done under this contract includes the furnishing of all labor, material, equipment, tools, and all associated work necessary for Construct Terminal Building Interior Buildout at the FREEPORT ALBERTUS AIRPORT. The approximate quantities are included in the Schedule of Prices.
Contract Time
The Owner has established a contract performance time from the date established on the Notice-to-Proceed. All project work shall be completed within the stated timeframe. This project is subject to liquidated damages as prescribed within the Project Manual.
Bid Security
Each proposal must be accompanied by a bid guaranty in the amount of ten (10%) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to the FREEPORT ALBERTUS AIRPORT.
Performance & Payment Bond.
The successful bidder will be required to furnish separate Performance and Payment bonds each in an amount equal to 100% of the contract price within 14 days of the contract being fully executed.
Award of Contract
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Owner for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of conducting the bid evaluation.
It is the intent of the Owner, after the review and evaluation, to award a contract to the responsible bidder that submits the lowest responsive proposal. The Owner will notify the successful bidder that their bid is acceptable through the Owner's issuance of a Notice-of-Award. The successful Bidder shall not construe issuance of the Notice-of-Award as a binding agreement. The proper execution of a contract agreement shall serve as the binding agreement.
Prospective Bidders are hereby advised that award of contract and start of work is contingent upon the Owner receiving approval and adequate Federal funding assistance from the Federal Aviation Administration (FAA).
