Location of proposal:The Project is located at the SW intersection of Bucklin Hill Road and Tracyton Boulevard in the Silverdale Urban Growth area in Kitsap County, 0.40 mi NE of Dyes Inlet, within Section 21, Township 25 North, Range 01 East, W. M., Commissioner District 3.
Description of Proposal:
The Bucklin/Tracyton Regional Stormwater Facility Project will involve the construction of water quality treatment systems, which will be integrated into a new public park in the Silverdale community of Kitsap County. The main project objective is to treat stormwater runoff from existing development in the area before it discharges to Dyes Inlet in the Puget Sound. Site improvements will include a new public park with driveway access for accessible parking and maintenance. The park will feature walkways, benches, landscaping and stormwater treatment facilities. The project site is located within two adjacent County owned parcels at the southwest corner of the intersection of NW Bucklin Hill Rd and Tracyton Boulevard NW. The County owned parcels total approximately 0.8 acres, however, project limits extent into the County right-of-way and total approximately 1.6 acres.
The project has two contributing basins; the primary basin to the north includes approximately 67-acres of single-family residential, multifamily, mixed-use commercial, and public roads. The south basin includes approximately 8-acres of single-family residential uses and public roads. Runoff from each basin will be collected and routed to water quality treatment facilities on-site. Additionally, runoff from the proposed driveway and parking area will be collected and routed to a water quality facility on-site. Treated stormwater from the North Basin will flow to the Bucklin Hill conveyance system and will discharge to Dyes Inlet in Puget Sound, matching the existing flow path. Treated stormwater from the South Basin will discharge to the south of the site where runoff will flow to an offsite wetland located approximately 0.3 miles west of the site. The water quality flow estimate is 0.26 cubic feet per second and will be diverted from the wetland flow path, treated on site, and discharged back to the existing flow path. Project review is performed under permit 25-01177.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
COMMENTS:
The proposed regional stormwater facility and community park are scheduled to begin construction in the summer of 2027 or 2028.
CONDITIONS:
The proposal will be conditioned for stormwater control per Kitsap County Code (KCC) Title 12.The future Park facility will be landscaped using native plants and natural landscape elements, per KCC Title 17.500 landscaping requirements. Responsible Official:
