COUNTY ROUTE 4 OVER COHOCTON RIVER BRIDGE REPLACEMENT
NOTICE IS HEREBY GIVEN, pursuant to the requirements of Section 103 of the General Municipal Law of the State of New York that sealed bids will be received by mail addressed to the STEUBEN County Office Building, 3 East Pulteney Square, Bath, New York for the following: C.R. 4 Bridge Over the Cohocton River – PIN 6755.64. Sealed bids will be received and publicly opened and read at the following place and time:

Bid documents are available, as of this date, on the Steuben County website at https://www.steubencountyny.gov/ click on Public Works Department or Purchasing Department. Proposals must be made upon and in accordance with the bid documents. NOTE: Steuben County shall not be held responsible for the completeness or accuracy of any bid documents received by a Contractor that were not directly issued to that Contractor by C&S Engineers, Inc. Any Contractor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Engineer.No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening.
Contract Documents, Addenda, and any other Bid Correspondence shall be obtained by the Bidder from the Steuben County website: https://www.steubencountyny.gov/. Bidders must check the County's website for any addenda prior to the bid opening. For bids to be considered, the Bidder must be registered with the NYS Department of Labor (DOL) prior to submitting a bid. Bids from unregistered Contractors shall be declared non-responsive.
Addenda will be posted on the Steuben County website. Bidders must acknowledge receipt of all Addenda by signing and dating the Acknowledgement of Receipt of Addenda, page BR-47. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.Questions regarding the Contract Documents should be directed to Seth D. Kaeuper, P.E., C&S Engineers, Inc. by telephone at (585) 325-9040. Bidders shall promptly notify Seth D. Kaeuper,
P.E. of any errors, omissions, conflicts or ambiguity within the Contract Documents within Seven(7) business days of bid opening.
Each bid shall be accompanied by a deposit in the amount of Five Percent (5%) of the total base bid in the form of a Certified Check, Bank Draft or Bid Bond. Cash will not be acceptable as a deposit. If an awarded bidder fails to enter into a contract with the County following notice of bid acceptance, the bid security shall be forfeited to and become the property of the County of Steuben. This is a unit price bid as described in the Instruction to Bidders. No bidder may withdraw their bid within forty-five (45) days after the date of bid opening thereof.
The proposal shall be endorsed on the outside with the Name of the Bidder, the Business Address and Telephone Number to which communications may be sent and be designated that a Bid is enclosed. Bidders shall not include in their Bid proposal sales and compensating use taxes of the State of New York and of counties, or cities, on all materials, equipment, and supplies incorporated into this project.
All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, Lobbying Certifications, as well as, the Bidder's List (CONR 8011) with information about all quotes received from prior to letting.

Please take notice:
• Any bid received in the Purchasing Department's Office after 1:30 P.M. on the due date
will not be considered.
• Bids received via facsimile or electronically will not be considered
• Bid proposals must be submitted in duplicate (one original and one exact copy).
The project has an EEO goal of 1.2% Minority Participation and 6.9% Female Participation. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://www.osc.state.ny.us/state-vendors/vendrep/vendor-responsibilityforms?redirect=legacy#Construction.
The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract. Steuben County reserves the right to consider bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Steuben County Legislature before any award of contract may be made. Receipt of bids by Steuben County shall not be construed as authority to bind Steuben County.
