City School District of the City of Elmira, New York Notice of Public Hearing on Proposed Annual Budget, and Notice of Annual Meeting and Election Notice is hereby given that a Public Hearing of the residents of the City School District of the City of Elmira, New York, will be held by the Board of Education on May 11, 2026, at 5:00 p.m. Eastern Daylight Savings Time at District's Administrative Offices located at 430 W. Washington Avenue, Elmira, NY 14901, for the purpose of presenting the proposed annual budget of the District for the 2026-2027 school year and for the transaction of such other business as authorized by Education Law. And Notice is also given that the annual meeting and election of the District, at which the proposed budget, three (3) Board of Education seats, (all three seats are for three-year terms, which will run from July 1, 2026 to June 30, 2029), and any other necessary propositions for 2026-2027 school year will be voted upon, will be held on Tuesday, May 19, 2026, between the hours of 7:00 a.m. and 8:00 p.m. Eastern Daylight Savings Time, at the following two (2) polling places: Ernie Davis Academy (voters residing north of the Chemung River);Elmira High School (voters residing south of the Chemung River). A detailed description of the boundaries of each of said election districts is on file and may be examined at the office of the District Clerk, Board of Education Administrative Offices, located at 430 W. Washington Avenue, Elmira, NY 14901. And Notice is also given that the text of the propositions to be voted upon and a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, and including a copy of the latest tax exemption impact report, may be obtained by any tax payer in the District during the fourteen (14) days immediately preceding the annual election except for Saturdays, Sundays, and holidays, at the Board of Education Administrative Offices, located at 430 W. Washington Avenue, Elmira, NY 14901, between the hours of 8:00 a.m. and 4:00 p.m., and in each schoolhouse in the District in which school is maintained, and also at each public library within the District during normal operating hours within the aforesaid fourteen (14) day period , and on the District's website at www.elmiracityschools.com. And Notice is also given that applications for absentee ballots and early voting ballots, for the election of board members, the adoption of the budget and other propositions are available at the office of the District Clerk at the Board of Education Administrative Offices, located at 430 W. Washington Avenue, Elmira, NY 14901. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election except Saturday and Sunday, and such list will also be posted at the polling places during the election of members of the Board of Education. And Notice is also given that applications for military ballots are available through the Chemung County Board of Elections, located at 378 S. Main Street, Elmira, NY 14904, between the hours of 8:30 a.m. and 4:30 p.m., except for Saturdays, Sundays, and holidays. A list of all persons to whom military ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election except Saturday and Sunday, and such list will also be posted at the polling places during the election of members of the Board of Education. And Notice is also given that petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the District Clerk between the hours of 9:00 a.m. and 5:00 p.m. on or before April 29, 2026. Each petition must be signed by at least 100 qualified voters of the District and must state the name and residence of the candidate and each signer. Forms of petition may be obtained from the District Clerk at the Board of Education Administrative Offices, located at 430 W. Washington Avenue, Elmira, NY 14901. And Notice is also given that only those persons who are qualified to vote and who are registered under the provisions of Article 5 of the Election Law for general election purposes and whose names appear on the registration lists delivered to the District by the Chemung County Board of Elections will be entitled to vote at the annual election of the District, and that such registration lists will be open for inspection on each of the five (5) days prior to the day of the election, except for Saturday, Sunday, between the hours of 8:00 a.m. and 4:30 p.m., in the office of the District Clerk, Board of Education Administrative Offices, located at 430 W. Washington Avenue, Elmira, NY 14901. And Notice is also given that voting will be by optical scan system and polls will remain open from 7:00 a.m. until 8:00 p.m., and as much longer as may be necessary to enable the voters present to cast their ballots on the following items: Proposition #1: Approval of Budget Shall the following resolution be adopted? RESOLVED, that the proposed $_____________ General Fund Budget of the Elmira City School District, Chemung County, New York for 2026-2027 be approved in accordance with Section 2022 of the Education Law and that the balance of said budget, after applying public monies thereto, be raised by a tax upon the taxable property of said district.
