City of Dallas Center Special Council Meeting June 23, 2026
Mayor Mitch Hambleton opened a public hearing at 7:00 pm on the matter of the adoption of plans, specifications, form of contract, and estimate of costs for construction of the New City Hall Building Remodeling Project at 1414 Walnut Street. There were no written or comments on Zoom. Julie Becker and Bob Haxton expressed their opinion that the costs are too high on the city hall remodel. Mayor Hambleton closed the public hearing at 7:12 pm
The Dallas Center City Council met in special session on June 23, 2026 at 7:12 pm. Mayor Hambleton called the meeting to order and led the Pledge of Allegiance. Council members present included Shellie Flockhart, Amanda Davison, Angie Beaudet, Beth Wright and Kody Nielsen. Also present were City Attorney Ralph Brown, City Administrator John Cook, and Public Works Director Brett Kaszinski.
Motion by Beaudet, 2nd by Wright to approve the agenda. Motion passed 5-0.
Motion by Davison, 2nd by Nielsen to approve invoices for payment (review committee Davison & Beaudet). Motion passed 5-0.
New City Hall Building Remodeling Project at 1414 Walnut Street
Motion by Wright, 2nd by Davison on Resolution 2026-36 - adopting plans, specifications, form of contract, and estimate of costs. Roll Call Vote All Ayes, Motion Passed
Daniel Willrich reported on the bid tabulation, evaluation of bids and alternates, and recommendation of the City Hall Building Committee.
Motion by Beaudet, 2nd by Flockhart to waive "informalities or technicalities" in the bid of Bidder No. 6, who did not acknowledge receipt of Addendum No. 3 which provided additional information regarding the city logo sign on the south wall of the lobby at the new City Hall (receipt of Addenda Nos. 1 and 2 was acknowledged). Motion passed 5-0
Motion by Flockhart, 2nd by Davison on Resolution 2026-37 – making award of construction contract. Roll Call Vote All Ayes, Motion Passed
Motion by Beaudet, 2nd by Davison on Resolution 2026-38 – approving construction contract and bond for the construction of the New City Hall Remodeling Project [subject to the approval of the City Attorney]. Roll Call Vote All Ayes, Motion Passed
Willrich informed the council that the air conditioning units have gone out and the repair will be treated like a maintenance item. Public Works Director Brett Kaszinski will seek bids for replacement of the A/C Unit.
