City of Dunes City Notice of Ballot Title
In accordance with ORS 255.085, notice is hereby given that a Ballot Title was filed with the City Administrator of Dunes City, Oregon on March 24, 2026, for inclusion in the November 3, 2026 General Election. The initiative measure has been determined to meet the requirements of Section 1 (2)(d) and (5), Article IV of the Oregon Constitution. The City Attorney prepared and delivered the following ballot title to the City Recorder on March 27, 2026. In accordance with ORS 255.155, any elector dissatisfied with the Ballot Title may petition Lane County Circuit Court not later than 5:00 p.m. on April 7, 2026. The Ballot Title may also be reviewed at Dunes City Hall, 82877 Spruce St., Westlake, OR 97493 or on the Dunes City website at: https://www.dunescity.gov. If approved, the revisions to the City's ordinance would take effect on December 3, 2026.

Question: Shall voters adopt an ordinance prohibiting new short-term rentals and adding permit, on-site host, and complaint requirements for existing rentals?
Summary: The proposed ordinance would amend Chapter 123 of the Dunes City Code of Ordinances relating to short-term rentals, by prohibiting permits for new short-term rentals, and requiring that existing short-term rentals comply within 12 months with new requirements prior to renewal of their permits. The ordinance would also require that existing short-term rentals have a resident on-site host who must be present during guest occupancy, and be in compliance with "HOA CC&Rs." Permit renewals would require DEQ approvals and video monitoring. The proposed ordinance changes existing complaint processes, including that complaints be made directly to the short-term rental's owner, on-site host, or emergency contact; establishing a minimum response time; and mandating that violations be corrected within 60 minutes of the initial complaint. Operating a short-term rental without an on-site host, or designating a guest as an on-site host, would be a violation. If approved, the ordinance would go into effect 30 days following approval and could not be amended, revised, or repealed unless approved by a majority of voters in an election.
