EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED
ACTIVITY IN A FLOODPLAIN
To: All Interested Agencies, Groups, & Individuals
This is to give notice that the City of Rochester (City) has determined that the following proposed action under the Community Development Act of 1992 and under the Community Development Block Grant (CDBG) program under Title I of the Housing and Community Development Act of 1974 of the U.S. Housing and Urban Development (HUD) is located in the 100-year floodplain/wetland and the City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. The project known as Rochester Scenic Overlook, located at 106 Main Street, Rochester, New Hampshire, will include construction of an overlook platform extending over the Cocheco River on top of an existing dam abutment and an accessibility ramp in the existing parking lot. The area of potential effects includes approximately ¼ acre of land located within 100 year floodplain and direct impacts are anticipated. The Cocheco River is a riverine wetland located within the area of potential effects but no impacts to wetlands are anticipated, as the activities will be elevated above the river.
Many natural and cultural resources, including fertile soils, endangered species and archaeological resources can be found in floodplains, making floodplains sensitive to disruption. In addition, floodplains as a natural system are important during flood conditions, in respect to natural moderation of floods, preservation of water quality, and as a conduit for groundwater recharge.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Written comments must be received by The City of Rochester at the following address on or before July 4, 2026 by 5:00pm: City of Rochester, Office of Economic Development, 31 Wakefield St Rochester NH 03867.
