Call to Order/Roll Call Mayor Mike Jones called the meeting to order at 7:38 PM. Members present: Susan Skeries, Joseph Jones, Lauren Campbell, Fletcher Barry, Threase Harms. Staff present: City Administrator Adam Plagge, City Clerk Adam Strait, Finance Director Rachelle Swisher, City Attorney Erin Clanton 2. Polk County Housing Trust Fund Discussion A. Presentation and Discussion of Polk County Housing Trust Fund's Regional Affordable Housing Dashboard Toby O'Berry, Executive Director of the Polk County Housing Trust Fund, and Johnny Vallejo presented a new regional affordable housing dashboard designed to assist local governments with housing planning and policy decisions. The dashboard provides community-specific data on housing affordability, cost-burdened households, housing production, and other housing trends, and will continue to be expanded as additional data becomes available. Vallejo reviewed Windsor Heights-specific housing data, including projected housing growth and affordable housing goals, emphasizing that the dashboard is intended as a planning and conversation tool. Council discussed opportunities to preserve naturally occurring affordable housing, expand senior housing options, promote existing Housing Trust Fund programs to local property owners, and consider future policy tools that could support affordable housing. O'Berry and Vallejo also introduced the Housing Sites of Opportunity initiative, which identifies redevelopment opportunities on underutilized properties, and offered to return for a future presentation on the project. 3.
