DALLAS CENTER CITY COUNCIL MEETING-APRIL 14, 2026
Mayor Bret Van De Pol opened a public hearing at 7:00 pm on the proposed Ordinance No. 639 which amends the Zoning Code by adding a provision to establish the Ash Grove Gate Planned Unit Development (previously the Burkett Plat), repeals Ordinance No. 608, and makes other technical changes. There were no written comments. Julie Becker spoke. Mayor Van De Pol closed the hearing at 7:05 pm.

The Dallas Center City Council met in regular session on April 14, 2026 at 7:14pm. Mayor Bret Van De Pol called the meeting to order and led the Pledge of Allegiance. Council members present included Shellie Flockhart, Amanda Davison, Angie Beaudet, Beth Wright and Kody Nielsen. Also, present were City Attorney Ralph Brown, City Administrator John Cook, Public Works Director Brett Kaszinski and City Engineer Bob Veenstra.
Motion by Beaudet, 2nd by Davison to amend the agenda to include item 20c – Authorizing City Administrator to contact EMC for counsel in connection with lawsuit filed on April 13, 2026 against the City, Mayor, Council, City Administrator, City Clerk and City Attorney. Motion passed 5-0.
Motion by Beaudet, 2nd Davison to approve the amended agenda. Motion passed 5-0.

Motion by Beaudet, 2nd by Wright to approve the consent agenda: [Approve minutes of March 10th regular meeting, the March 31st Proposed Property Tax Levy Hearing, and March 31st special meeting; March Treasurer's Report, Balance Sheet, and Budget Report; March Law Enforcement, Fire/Rescue, Compliance and Water Reports; Appointment by the Mayor of Holly Foarde to the Parks and Recreation Board to fill Kelly Kellar's vacancy, for the term ending December 31, 2028; Approve Mayor's reappointment of Ron Steilen to the Tree Board, term expires June 30, 2029; Approve invoices for payment (review committee Nielsen and Beaudet)] Motion passed 5-0

Planning and Zoning Commission – Ralph Brown reviewed the P&Z meeting minutes and the recommendations to City Council. Motion by Wright, 2nd by Flockhart on Resolution 2026-22 – approving Site Plan submitted by the City of Dallas Center for the new City Hall at 1414 Walnut Street. Roll Call Vote All Ayes, Motion Passed. Motion by Davison, 2nd by Wright on Resolution 2026-23 – approving the Architectural Plan submitted by the City of Dallas Center for the new City Hall at 1414 Walnut Street. Roll Call Vote All Ayes, Motion Passed. Motion by Beaudet, 2nd by Wright on Ordinance No. 638 – amending Section 165.38(B) of the Code of Ordinances (Zoning Code) by including city halls and city administrative buildings as permitted uses in the C-1 Zoning District, second reading. Motion by Beaudet, 2nd by Wright to waive the third reading of Ordinance No. 638 making the ordinance effective upon publication. Roll Call Vote All Ayes, Motion passed. Motion by Beaudet, 2nd by Wright on Ordinance No. 639 – amending Chapter 165 of the Code of Ordinances (Zoning Code) by adding Section 165.51, establishing the Ash Grove Gate Planned Unit Development (formerly the Burkett Plat), repeals Ordinance No. 608, and makes other technical changes, first reading. Building Official Jason VanAusdall was present to review the updated agreement with Veenstra & Kimm, Inc. for Building Official services. The fees will be reviewed, and an updated agreement will be presented to council at the May 12, 2026 council meeting.
Motion by Wright, 2nd by Davison to direct Jason Van Ausdall and John Cook to set up a meeting with the owner of 1413 Walnut Street to discuss action to be taken.
Daniel Willrich was present to report on the findings of the existing building conditions, the schematic plans and costs, and recommendations on what can be included in the plans based on the project budget. Motion by Wright, 2nd by Davison on Resolution 2026-24 – amending the Agreement with Pelds Design Services of Des Moines, Iowa, to include an additional $3,500 to hire a consultant to perform an asbestos investigation and testing on the building. Roll Call Vote All Ayes, Motion Passed. Council deferred decision authorizing Peld Design Services to proceed with the construction document phase (plans and specifications) and setting the hearing and bid letting date for the construction of the New City Hall Remodeling Project.
Public Works Director Brett Kaszinski reported on upcoming street closings and preparing for summer by getting the bathrooms opened and the parks mowed.
City Engineer Bob Veenstra provided a report on the Cross Country Estates storm water issue. Motion by Wright, 2nd by Davison to accept quote of $5,250 by Pelds Design Service for survey work. Motion passed 5-0.
Motion by Beaudet, 2nd by Flockhart on Resolution 2026-26 – approving an Agreement for Professional Services with Greenwood Consulting, LLC for the Walnut Street Extension Preliminary and Final Design, with the fee for the preliminary design not to exceed $13,200 with the fee for the final design to be set by a separate amendment to this Agreement. Roll Call Vote All Ayes, Motion Passed
City Engineer Bob Veestra provided background information regarding the Storm Water Detention Basin Redevelopment Geotechnical Proposals for the future Public Works/Fire Department Building. Motion by Flockhart, 2nd by Davison to accept Geotechnical Proposal from Allender Butzke Engineers, Inc. Motion passed 5-0.
City Engineer Bob Veestra informed Council the Ash Grove PUD plans and specifications will be on next month's agenda.
Motion by Beaudet, 2nd by Davison on Resolution 2026-27 – proposing to grant three perpetual easements to Spurgeon Manor, Inc. for the installation of monument signs in the public right of way in or near Linden Street and setting a public hearing thereon for 7 p.m. on May 12, 2026. City Administrator John Cook gave background regarding Capitol Projects Fund application. Council discussed application and two options presented by City Administrator John Cook. Moved by Flockhart, 2nd by Nielsen to direct City Administrator to amend, correct, and resubmit Capital Projects Fund application. Ayes: Flockhart and Nielsen. Nayes: Beaudet, Wright, and Davison. Motion failed. Wright moved to direct City Administrator, John Cook to pull Capital Projects Fund application. Davidson seconded. Ayes: Beaudet, Wright, Davison, and Nielsen. Nayes: Flockhart. Motion carried.
