Description of Proposal:
Frazier Preliminary Short Plat (24-02151); Subdivide 7.96 acres for the benefit of 9 single family residential (SFR) lots zoned Greenbelt (GB) and in the Illahee View Overlay within CK UGA. Associated site improvements include utilities, stormwater, private road, North Perry Avenue Water and onsite sanitary sewer. An existing residence, garage and shed will remain on Lot 1 with no change to access from N.E. Sylvan Way. Access for the other eight (8) lots will use a private road via NE Sylvan Way.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:
This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS:
Comments from Ecology regarding wetland demarcation, a mapped watercourse, and restoration of prior clearing/grading in buffer, dated September 12, 2024, were received. Public comments from nearby residents and community group members were submitted to DCD and include landslides, slopes, potential erosion, SEPA, wildlife habitat corridor, runoff to creek, septic failures, stormwater and road maintenance, and public noticing to surrounding parties.
Conditions:
Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations in the Critical Areas Report prepared by ELS, dated 9/25/23.Project shall follow the recommendations in the Geotech Report prepared by The Riley Group Geo Report, dated 10/5/23.The SDAP will be reviewed to restore disturbed buffer areas to natural conditions per Ecology recommendations to restore disturbed buffer areas to natural conditions. This will be made a condition of SDAP approval.
