Description of Proposal: Kitsap County Preliminary Large Lot Subdivision permit 24-04304. The applicant proposes to subdivide a 24.65-acre parcel into the following four lots:
Lot 1: 5 acres
Lot 2: 6 acres
Lot 3: 6 acres
Lot 4: 7.65 acres
The original parcel contains a landfill, which has been capped. The landfill is entirely located on Lot 2.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, and Title 12 Stormwater. This information is available to the public on request.
This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

CONDITIONS:
Project shall follow Stormwater controls and provisions in Title 12; critical areas per Title 19; and mitigate land use impacts per Title 17.On the face of the plat, the following shall be shown, verbatim: Lot 2 of this Large Lot Subdivision contains a closed/abandoned landfill known as the Indianola Landfill or Indianola Dump. This site has confirmed or suspected contamination that could potentially harm people and the environment. It is in the state cleanup process under the Model Toxics Control Act which is administered by the Washington State Department of Ecology (DOE). DOE has assigned this landfill a Facility Site ID of 41936412 and a Cleanup Site ID of 4206. More information about this landfill can be obtained through DOE's website, or by submitting a public records request with the Kitsap Public Health District.The applicant must clearly identify the landfill areas and properly reclaim these areas, prior to submitting building permits. This includes approvals from Kitsap Public Health and/or Ecology based on the extent of the landfill. A notice to title shall be filed on each parcel to indicate the presence of a current or past landfill site.Notice to Title required for landfill mitigation. No building permit will be considered for Lot 2 until the developer has delineated and remediated the abandoned landfill located on Lot 2.
