Description of Proposal: GLENN - Conditional Use Permit for Accessory Dwelling Unit Detached above Carport 25-01632 (SCUP), 24-03301 (CUP-ADU), 25-03338 (SSDP); The applicant proposes to replace a carport built in 1962, with a two-story structure, located in the Rural Conservancy shoreline jurisdiction and Rural Residential zoning designation. This structure includes a new carport, with an 864 sf accessory dwelling unit (ADU) and a 171 sf deck with glass railing above the new carport. The proposal will not increase the amount of impervious surfaces on the site.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period:This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS: The SEPA comment period previously occurred concurrently with the Notice of Application dated September 17, 2025. The comment period was 30 days. Comments from Dept of Ecology were received and will be addressed in the Staff Report.
Conditions: Project shall follow Stormwater controls and provisions in Title 12; critical areas per Title 19; zoning impacts per Title 17; and Shoreline Master Program per Title 22. Project shall follow the recommendations in the Geological Assessment Report prepared by Envirotech Engineering dated September 2024. Project shall follow the recommendations in the No Net Loss – Revised prepared by BGE Environmental, LLC dated August 2025.
