Location of proposal:The project is located at the intersection of Sidney Road SW and SW Pine Road, in the vicinity of unincorporated Port Orchard, Kitsap County. The project is in Section 3 Township 22 North, Range 1 East and within Section 10, Township 22 North Range 1 East, Willamette Maridian, Commissioner District 2.
Description of Proposal:Kitsap County Public Works County Roads Project (CRP) 2631 is for the intersection improvement of a fully functional roundabout (rotary) at the intersection of Sidney Road SW and SW Pine Road in unincorporated Kitsap County. Project review is performed under capital improvement project Site Development Activity Permit 24-02651.
The Sidney/Pine CRP is part of an improvement of the Kitsap County Roads Division Traffic and Infrastructure Program and Kitsap Public Works applied for and was awarded funding from the Highway Safety Improvement Program (HSIP) to help fund the preliminary engineering, right of way, and construction of a roundabout at the Sidney Rd SW and SW Pine Rd intersection. The project will construct a four-leg, single lane roundabout at Sidney Road SW and SW Pine Road intersection, install street lighting at the roundabout, and install new stormwater conveyance piping and catch basins to collect stormwater and discharge to existing outfalls and the new bioretention facility. Clearing limits for the project are estimated at 0.63 acres comprised of 313 cubic yards of cut and 940 cubic yards of fill.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
COMMENTS:The proposed roadway and realignment improvement is scheduled to begin construction in the spring of 2026.
CONDITIONS:The proposal will be conditioned for stormwater control per Kitsap County Code (KCC) Title 12.Acquisition of additional Right of Way is required to maintain adequate vehicular turning motions and safety improvements.
